This project is dependent upon a 12” water main in Wilmot Road proposed to be built by a developer: (Tucson Water Plan No. 2-003-2023, Project Name: Project Smoke Tree, Tucson Development Center Online #TW-WCP-1222-00033). 2. The above referenced water construction plan was accepted by New Area Development on June 7, 2023, and has just expired. Tucson Water’s New Development Section has received nothing that indicates this construction plan will be re-newed. 3. The Tucson Development Center Online portal indicates the last completed action for TW-WCP-1222-00033 was the issuance of invoices by Tucson Water’s Construction staff for Inspection and Construction water costs 245 days ago. 4. These invoices have not been paid, which indicates the construction of this 12” water main has not started. The construction status of this water main should be verified by sending an e-mail to Mr. Rogelio Gaxiola-Pacheco and Ms. Ruby Alegria of Tucson Water’s Construction Section. Their e-mail addresses are rogelio.gaxiola-pacheco@tucsonaz.gov and ruby.alegria@tucsonaz.gov. 5. These plans show new public water mains being constructed within the park, to serve new buildings and new hydrants. Therefore, all of the following actions must be taken before construction of the new public water mains may begin: a. A Water Availability letter must be obtained for this project via the Tucson Development Center Online portal. b. Upon the Water Availability letter being obtained, a Water Master Plan for the project must be submitted via the Tucson Development Center Online portal for Tucson Water’s New Development Section’s review and acceptance. c. UDC: A) The following information is for planning of the monument sign and for any incidental / informational signage: B) Per PAD-7 and UDC 7A.10.2. monument signage is permitted within a non-commercial use of the PAD-7, La Estancia. The PAD zoning criteria of 7A.11.14. defers to 7A.10.2. based on underlying zoning the PAD is written on. This area of the PAD appears to be written off of R-2 zoning and similar classification. C) The park location may have a detached monument sign at 50 square feet of sign display area (the structure may be larger than the display area, engineered plans required at 80 square feet surface area). The sign height is up to a maximum of 10 feet to top of the lettering or cabinet, depending on design. Embellishments above would not count toward sign height. Setback is taken from the street curb face, at 20’ feet to the leading edge of the sign structure, at minimum, and on the site and out of easements. The sign may be illuminated. A digital message center would be allowed, without animation of message. Outdoor lighting code requires 4400k max color temperature for an internally illuminated sign. Digital signs should dim to 200 Nits and be FCC compliant. Evidence of that is required from the manufacturer. D) Under the PAD guidelines, all new projects, inclusive of signs, shall be reviewed by the La Estancia Design Review Committee. E) Typically, a monument sign is reviewed via separate sign permit – including structure and affixing of any sign displays. A licensed sign contractor typically is required for this work, though permit submittal may be done via others, that contractor must be listed on the permit prior to permit issuance. F) Provide a detail of the planned sign for review comment. G) the maximum cumulative sign area for non-residential uses on arterial streets is 100 square feet. However, any sign 12 square feet an less in sign area or not meant to be read from right of way, such as signs 30’ or more from right of way for on site users, may require structure / attachment review, but do not count towards sign area. These signs would be incidental signs. H) Detached or attached incidental signs should be non-illuminated, shall be a maximum sign area of 12 square feet, a maximum height of 10’ above grade to top of sign, be contained on site. Such signs may be reflective in nature. Position them to be a minimum of 5 feet from fire hydrants, 2 feet from access drives. I) Please be advised that for permanent signs identifying the site, valued at over $1000.00, or are illuminated, their installation would be done via a licensed sign contractor. The contractor would submit plans for review (including all construction specifications and diagrams), with resulting permit issued for the installation. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). 1. Please be aware that a separate building permit will be required for the proposal. The approved improvement drawings will be compared to the building plans in relation to building height, square footage, and footprint. 2. Development must comply with Administrative Manual Section 2-06.0.0 (Tentative Plats and Site Plans). Ensure all formatting and content requirements, as well as general notes, are provided on the cover sheet or the second sheet. At first glance, the following corrections are needed: a. The sheet index includes 84 sheets total; however, 85 sheets were submitted. Some sheets appear to be out of order as well. b. Include the email addresses of all firms and organizations listed on the cover sheet. c. Provide the project number, CIP-0524-00018, adjacent to the title block on all sheets. d. Ensure the project-location map on the cover sheet consists of a scall of 3” = 1 mile. The section corners and section number are also incorrect. e. Add a reduced-scale map of PAD-7, La Estancia Planned Area Development, on the cover sheet, indicating the location of the portion being developed. f. List of the gross site area by square footage and acreage. g. Remove reference to use-specific standards 4.9.13.B and .C on the cover sheet as these standards are not applicable within PAD-7. h. Add a general note to the cover sheet that states, “THE PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA OF UDC SEC. 5.6, AIRPORT ENVIRONS ZONE.” i. Provide a lot coverage calculation on the cover sheet. 3. Provide La Estancia Design Review Committee approval of the project. 4. As the site consists of several parcels, provide a recorded covenant or agreement that allows for cross access within the site: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/submission-documents/covenant-regarding-development-and-use-of-real-property-udc-with-release.pdf. 5. Clarify whether the project is phased. Each phase will need to comply with all zoning requirements as a separate entity. 6. Include details of both standard and accessible motor vehicle parking spaces. The width of all spaces provided is unclear. Refer to UDC 7.4.6… 7. Add calculations on the number of required and proposed motor vehicle parking spaces. Provide calculations for accessible parking as well. Based on the four fields shown on the plans, 60 parking spaces are required. Additional parking is required for the future phase (courts, fitness course). 8. Add calculations on the number of required and proposed short- and long-term bicycle parking. Ensure all bicycle parking complies with UDC 7.4.9. Show a detail of these facilities. 9. Ensure all proposed motor vehicle use areas are designed in accordance with UDC 7.4.6. 10. Ensure compliance with Technical Standards Manual 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet. Accessible parking space signage shall not obstruct proposed sidewalks. 11. Show pedestrian circulation in accordance with Technical Standards Manual 10-01.0.0 along the abutting rights-of-way. 12. If any of the above comments are unobtainable, a City Manager’s Office (CMO) may be used to waive one or more of these standards.
