July 13, 2026 City of Tucson Development Services Department Tucson, Arizona Re: Permit Extension Appeal — Additional Information in Support of Requested Extension To Whom It May Concern: The purpose of this letter is to provide additional context and to formally appeal for the extension of the subject permit. We respectfully ask that the City of Tucson Development Services Department consider the circumstances described below, which were largely outside the control of the project owner, and grant the requested extension so that this important project may move forward to successful completion. Background: Reason for Minimal Progress The limited progress on this project to date is directly attributable to a fundamental misalignment between the original General Contractor (GC) and the scope of this work. The GC made numerous false starts — conducting site visits, attending kickoff meetings, and representing that they were actively soliciting bids — yet repeatedly failed to advance the project. This cycle of inaction continued for several months before the GC abruptly withdrew from the project entirely, leaving the nonprofit project owner with minimal progress made and little time remaining to demonstrate activity sufficient to preserve the active permit. Progress Made Since the Original GC's Departure Despite these setbacks, the project team has taken meaningful and deliberate steps to get the project back on track: • Sewer scoping and tracing was completed, providing the data necessary to prepare updated as-built and demolition plans. • A thorough search, interview process, and selection of a new General Contractor was conducted. • The new GC has been formally contracted, added to the project, and a plan developed to revive the permit. • The new GC has proactively engaged with Development Services to understand all requirements, filed the extension request, and the project owner has paid all associated fees. Proposed Project Plan — Conditions of This Extension Request If the extension is granted, the project team commits to executing the following plan: Remainder of July through August • File updated demolition plan based on the newly acquired sewer routing data. • Use updated plans to begin soliciting bids from the specialty contractors required to complete the work. September • Finalize contractor selections. • Collect Certificates of Insurance (COIs), review contractor licensing, and confirm all compliance requirements. • Finalize project budget. • Allow for potential pause for nonprofit board review and cost approval, in alignment with standard board meeting cycles. • Develop comprehensive construction plan, timeline, and confirmed start date. October through December • Complete construction, obtain all required inspections, and achieve permit closeout prior to year-end. January 2027 • Contingency/overflow period, if needed, to address any outstanding items. Why This Time Will Be Different: The GC–Project Alignment Issue Has Been Resolved The root cause of the prior delays — a misalignment between the General Contractor and the project — has been directly addressed through the selection of a new GC. The following factors give us strong confidence in the team's ability to deliver: • Philosophical and mission alignment: Resilience Developers LLC (RD) is philosophically aligned with the nonprofit project owner. Supporting community-oriented projects of this nature is core to RD's mission and brand, and is the kind of work the RD team finds genuinely fulfilling. • Appropriate project scale: This small commercial project is well-matched to the scope of work RD is currently and successfully processing. • Dedicated Project Management: RD has assigned a dedicated Project Manager to this project. The PM and the project owner will maintain weekly touchpoints (via email, video call, and/or in-person meetings) to track goals, timeline, risks, budget, and next steps. • Accountability checkpoint: Should the project owner find that RD is not meeting expectations, they commit to taking immediate action to replace the GC by September 1, 2026 — providing sufficient time to prevent a recurrence of the previous situation. The project team is committed, organized, and ready to deliver. We respectfully ask for the opportunity to complete this work and make a meaningful contribution to the Tucson community.
