EXPLANATION OF WHY CONFORMANCE WITH THE ABOVE REQUIREMENT PRESENTS AN UNUSUAL PROBLEM: This is a bad neighborhood and the tenants like to live there because they can lock their gates, that way no one can just walk in. Tenants will be extremely upset if they cannot lock their gates and will want to move.
STATE SPECIFICALLY WHAT IS PROPOSED IN LIEU OF LITERAL COMPLIANCE: The tenants would be allowed to continue to put a lock on their gates so that no one or at least would have a difficult time getting into their yards and apartments. We have done everything to make sure that the apartments are up to code.
