EXPLANATION OF WHY CONFORMANCE WITH THE ABOVE REQUIREMENT PRESENTS AN UNUSUAL PROBLEM:
Standards set by the ADA require dispenser islands to be no higher than six inches. With the required slope to maintain proper drainage of the lot one side of the dispenser island would need to exceed the six inch maximum set by ADA to ensure the low side meets the minimum six inches required by 2206.7.3 of the 2006 IFC. In addition, the bollard requirements set by section 312 of the 2006 IFC would render a dispenser unusable by the customer.

STATE SPECIFICALLY WHAT IS PROPOSED IN LIEU OF LITERAL COMPLIANCE:
Installation of a UL listed Double-Poppet design Emergency shut-off valve. In the event of a vehicle impact the Double-Poppet models of the OPW 10 Series Emergency Shut-off valves (or other UL listed equivalents) will shut off supply from the piping as well as prevent release of fuel from the dispensers internal piping. This greatly reduces the possibility of a fire occurring after a vehicle impact.

DECISION OF THE FIRE CODE OFFICIAL:
APPROVED WITH STIPULATIONS-
1. The Double-Poppet design emergency shear valve shall be installed at all fuel dispensers.
2. The vehicle impact bollards shall be in compliance with Tucson Fire Code Section 312.2, with the following exception: the location of the bollards may remain as drawn on the approved plans.
3. The dispenser island shall be a minimum of six (6) inches in height on the high side. To allow for the slope of the concrete drive, the low side of the fuel island shall have a minimum of four (4) inches.

This approval shall be valid for all Quik Trip Fuel Stations located within the City of Tucson city limits.
