11/12/2025 1. The Floodplain Use Permit is effective until June 15, 2026. 2. These Trash Collection Devices may be installed at two locations - [1] Within the TCC Wash west of the I-10 Freeway frontage road, [2] In Tucson Arroyo near Luna Linda, downstream of Randolph Wy. The TCC Wash site appears to be on private property. Provide documentation to City Engineer from property owner that permission is granted to install and maintain the device prior to installing in the TCC Wash. Otherwise relocate device to public ROW (approximately 250-ft upstream in TCC Wash). 3. The devices are permitted to be located at the two approved locations until June 15, 2026 for feasibility purposes to reduce trash/pollutants by the use of the trash socks per the latest city-adopted Santa Cruz River Management Plan. 4. Sonoran Institute will be responsible for maintenance. 5. The City of Tucson will not be responsible for maintenance. 6. City of Tucson Stormwater Management staff will perform a stormwater quality test if a qualifying rain event occurs at these two locations during the permit effective dates, and will provide results to Sonoran Institute and Pima County stormwater Program staff. 7. Each Trash Collection Device shall be appropriately anchored to assure that the device is not conveyed downstream and cause diverted flows or obstructions. 8. If either of the Trash Collection Devices are found to not function, not have feasibility, or cause adverse impact or other safety issue, the City of Tucson will ask that the devices be removed, or the City will remove the Trash Collection Devices. 9. A new Floodplain Use Permit may be issued, or a renewal of this permit may be approved, if the following conditions are met prior to the expiration date and the City of Tucson has reviewed a re-application submittal and determined that the device shows feasibility and provides an improvement to stormwater quality. 10. A drainage statement sealed by an engineer per city regulations must be submitted (for any FPUP renewal re-issuance) explaining how these improvements do not cause adverse impacts to private or public property during the regulatory or smaller flood events. 11. Maintenance responsibility shall be identified clearly in the drainage statement with name, agency / entity responsible for maintenance of the Trash Collection Devices, and contact phone number. 12. Maintenance guidelines will be clarified to include inspection of the Trash Collection Devices and area for erosion, local scour, sediment build-up, vegetative overgrowth, device failure or damage, change in soil conditions, and any other issue. 13. Recommendations for addressing identified issue(s) shall be documented, provided to the City of Tucson City Engineer, and promptly addressed. At minimum, one report shall be submitted prior to June 15, 2026. 14. If either area has scheduled special channel maintenance, Sonoran Desert Institute may be required to remove the infrastructure so that special maintenance activities by City of Tucson Streets maintenance crews can be performed and then Sonoran Desert Institute will be responsible for re-installation. 15. Any issues seen such as device damage, significant sedimentation or erosion to wash, overgrowth of vegetation, or vandalism shall be reported to 311 and stormater@tucsonaz.gov. 16. In drainage statement add that the Trash Collection Devices are part of the City of Tucson's stormwater quality retrofit feasibility assessment and city-adopted Santa Cruz River Master Plan.
