08/20/2021 August 18, 2021 FLOODPLAIN USE PERMIT: TDOT1565 PROJECT LOCATION: 10160 E Millmar Rd - MH 2741-15 Emergency Relocation STRUCTURE OWNER: Pima County RWRD - Mike Roberts michael.roberts@pima.gov 520.724.3476 (sewer infrastructure) The applicant is authorized to use a portion of the City of Tucson Floodway and FEMA AE zone and City Flood Hazard Area regulatory erosion hazard setback within the Pantano regional watercourse west overbank (panel 2320 L), specifically described as: a portion of City of Tucson right-of-way within Millmar Road (north of Parcel 136-31-019U) located within Ward 4, within T14S R15E Sec 35, for the purpose of emergency relocation and installation of sewer line infrastructure within the Pantano Wash west overbank floodplain. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and is particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Unified Development Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations, Environmental Resource Overlay Zone, and Watercourse Amenities, Safety, and Habitat code regulations require the issuance of an additional Floodplain Use Permit. This permit becomes invalid and is subject to additional floodplain review, if any part of the project changes the construction of the infrastructure, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from the construction of sewerline infrastructure within stormwater conveyance area within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. The following 9 conditions apply to this permit: 1) All work shall conform to standard specifications and submitted attached plan "10160 E Millmar Rd - MH 2741-15 Emergency Relocation" for the relocation and installation of sewer infrastructure at Millmar Road next to the Pantano regional watercourse. This permit is specific to the improvements as indicated on the approved plan and shall not apply to any other property, which is not specified under this permit. 2) Manhole #2741-15 is located within the jurisdictional floodway and erosion hazard setback. PCRWRD Field Engineer shall perform testing to verify that the manhole is watertight and bolted. Testing shall be conducted after any necessary backfilling for trench around the manhole. Copy of as-builts shall be provided to the City of Tucson prior to final inspection approval, showing MH detail. For watertight rims in floodplain, rim details shall be revised on as-built plan sheets to reflect the constructed condition of the water-tight rim manholes showing bolted rim with the rubber washers & neoprene gaskets (PCRWRD Stnd Dtl 215 or 218). 3) With the receipt and signing of this application, the applicant and PCRWRD acknowledges the new infrastructure will still be located within the ~475-feet erosion hazard setback of the Pantano Wash and may need to be relocated/reconstructed again in the near future. 4) Any additional or future disturbance of the floodplain shall have separate floodplain use permit applications submitted to this office for review and approval. Permit may be extended without additional fees if applicant provides request for extension prior to expiration date. 5) Any other permit compliance (including permits from PCFCD or other agencies) shall be obtained prior to work. 6) Construction of trenches shall be scheduled so that excavation of trench and associated temporary stormwater controls within floodplain areas are carefully installed before, used for construction activity, and maintained during any rain events. 7) TDOT Engineering Inspections are required prior to final floodplain permit approval. Call for stormwater and floodplain inspections (TDOT Engineering Division / Stormwater (520) 791-4371 / stormwater@tucsonaz.gov). At finished construction, notify TDOT for final inspection to assure removal of any remaining construction material, interim stormwater controls or stockpiles, and debris has been removed from floodplain areas, and right-of-way is restored to natural grade. 8) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. Disturbance of the floodplain is only permitted as per approved construction plans. 9) This Floodplain Use Permit and plans shall be kept in a readily accessible location on construction site at all times. This Floodplain Use Permit will be automatically revoked & becomes invalid after 29OCT21 or if conditions are not complied with, as set forth in this permit.
