River Road would like to put a freestanding sign in the right-of-way but there seems to be an issue with the proposed sign location. the location we are the location we are proposing to put the sign might be where there is a future sidewalk. PC ROW I-2005-004 shows this. Can you verify if the sidewalk will or will not be put in? Attached are the proposed plans that Heather Thrall reviewed and found the possible future sidewalk.

RESPONSE 6/26/19 FROM ZELIN CANCHOLA - Zelin Canchola reviewed the ROW plan and indicated:

I am unaware of any sidewalk that the City will install in the near future.. Any future sidewalk install will require the sign to be removed or replaced at the owners expense.

1) The following comments are relative to the Singular Sign Design Process, which is understood the applicant is seeking to vary from 7A.11.3 of the Sign Standards.

A) Sign location is setback for a monument sign at 20 from face of curb AND 7.5' from the property line/start of scenic buffer. The sign is shown as proposed in the right of way, in front of the scenic buffer and requires code variation through the SSDO process.

B) Sign Area for a freestanding sign within the scenic buffer is limited to 35 square feet. The sign is in front of the buffer and the same would apply, however, the sign is shown at 45 square feet boxed area and exceeds the allowance.

2) Sign height is to be measured from top of curb. Show on elevation plan, as there is a culvert behind the sign's proposed location.

3) Sign is shown in middle of future sidewalk. Verify with TDOT engineering the PC ROW Plan I-2005-004 will not have that sidewalk, or if the Real Estate Division grants a TRE for use of the rigth of way, then the sign would be removed at no cost to the city at any time - but may have to be positioned at another location.

4) Show night view of the sign to show compliance that the sign will only emit light through the the letters and characters.
