Thrall Date: 3/26/19 1) Understood submittal is for a master sign program review to vary design criteria of the Sign Standards, Chapter 7A of the UDC. 2) Structural Review will not be done at this time, as additional fees for that review component apply, and this permit request would proceed only if a master sign program (MSP) approval is granted. Should the MSP request be granted, engineered plans will be required to be submitted/reviewed for the sizes of the signs proposed. Diagram how each sign cabinet is actually mounted to pole/CMU base system (noted pole system, but bolts?). Note - any field welding will require engineered plans for such, and a special inspection. 3) Provide revised permit application to match submittal and reduction to 4 detached signs. 4) Per UDC 7A.10.2.C.2.a: **(548.81 along Tucson Blvd, includes 1/2 radius at Drexel & 1/2 radius at Commerce Ctr = 2 freestanding signs)** Three (3) signs are shown along Tucson Boulevard, requiring a variation to the code 5) Signs A, B, C, D - all being pole signs (due to sign area greater than 50 square feet for monument signs), with one allowed per street frontage, requires: **approval of more than one pole sign on Tucson Blvd frontage (UDC 7A.10.2.C.2. freestanding sign requirements** - to allow 3 pole signs on Tucson Blvd frontage. 6) Noted replacing existing signs planned - assume utilize same power. Clarify where the control panel is located for inspections. At this review, 2 requests for code varying were found for the Master Sign Program - and noted **with asterisks**. Depending on responses provided, the number of varying aspects may change. Submit master sign program materials to Heather.Thrall@tucsonaz.gov } ; {Activity date: 02/27/2019; Status: Continued; Inspector: Hthrall; Comment: Entered by HTHRALL1 - RE: sign permit review Permit: T19OT00186 Site: 2565 E Commerce Center Pl / Walmart Zoning: P-1/I-1 Sign District: Industrial Reviewer: H. Thrall Date: 2/27/19 1) Understood submittal is for a master sign program review to vary design criteria of the Sign Standards, Chapter 7A of the UDC. 2) Structural Review will not be done at this time, as additional fees for that review component apply, and this permit request would proceed only if a master sign program (MSP) approval is granted. Should the MSP request be granted, engineered plans will be required to be submitted/reviewed for the sizes of the signs proposed. 3) Provide lot line frontages along Tucson Blvd, Drexel Rd and Commerce Center, in accordance with Development Plan DP14-0189. (contractor emailed copies of applicable DP sheets) (548.81 along Tucson Blvd, includes 1/2 radius at Drexel & 1/2 radius at Commerce Ctr = 2 freestanding signs) (633.17 along Drexel Rd, includes 1/2 radius at Drexel & Tucson = 3 freestanding signs) (625.06 along Commerce Center Pl, includes 1/2 radius at Tucson and Commerce Center Pl = 3 freestanding signs) 4) Acknowledged all signs appear to be within lot line boundaries, and measurements provided for inspections that include sign proximities to edges of driveways (thank you, please retain on the plans). Provide setbacks off Tucson Blvd face of curb to leading edge of sign for: A) Sign A B) Sign B C) Sign C 5) Note sign area on each sheet of the drawings, with each sign - to match the permit application. 6) Sign A meets definition of a monument sign. As such, a minimum of 20' setback off Commerce Center Place is required from face of curb. Sign setback to PL is shown at 18', provide to face of curb off Commerce Center Place. **If a reduced setback of less than 20' is requested off Commerce Center Place, that will be part of the Master Sign Program request.** 6) Bisect corner of Tucson Blvd and Commerce Center Pl (take curb lines straight out to meet, divide in half) sign A may count to both street fronts, which reduces additional sign placement along both streets, and **appears to make master sign program request to include ability for 2 additional signs on Tucson Blvd (4 shown, 2 allowed).** 7) Per UDC 7A.6.9.D., sign D appears to count for both street fronts as an intersection corner sign due to orientation (read from both streets). This again reduces the number of sign placement on both streets, **and requires 2 signs to be varied through the Master Sign Program on Tucson Blvd (4 signs total on Tucson, with ability for 2).** 8) Per 7A.10.2.C. and frontage on DP - Sign B will be considered the 1 allowed pole sign (height and sign area in accordance with code) at the location. A) for complete height calc of average of 5' on the 4 cardinal directions of sign, provide average grade height at center point of sign structure (acknowledged ends of sign show heights, check 5' away from edges). 9) Signs C, D & E all exceed allowed area of a pole sign (72 sqft), **and unless reduced in size, will require a request through a master sign program for approx 80 sq.ft. each in cabinet size. (UDC 7A.10.2.C.2. sign types)** 10) Signs C, D & E are all only 8' tall - but within pole size sign area. There are 5 panels shown on each sign, with only 1' clearance from the bottom of the sign cabinets to grade - which does not lend to visibility of the tenant displayed with required landscaping around the sign (see design criteria 7A.7.1.E.2. of the Master Sign Program - landscape around the sign…). Note that the maximum height of a monument sign is 10', and maximum permitted height of a pole sign is 12'. If plans are revised to increase the height to allow legibility of the tenant panels and is within code, note - would affect your engineering plans. 11) Signs B, C, D, E - all being pole signs, with one allowed per street frontage, requires A) **approval of more than one pole sign on Drexel Road frontage (UDC 7A.10.2.C.2. freestanding sign requirements** B) **approval of more than one pole sign on Tucson Blvd frontage (UDC 7A.10.2.C.2. freestanding sign requirements** 12) Note for Outdoor Lighting Code the maximum color temperature of an internally illuminated sign is 4400K. 13) Noted replacing existing signs planned - assume utilize same power. Clarify if each sign is on a separate circuit and where the control panel is located for inspections. 14) Diagram how each sign cabinet is actually mounted to pole/CMU base system. Note - any field welding will require engineered plans and a special inspection. 15) Further review comments may be forthcoming. Via Email, contractor was provided with copies of DP14-0189 sheets for assistance with submittal of revisions to plans and the pending master sign program (MSP) applications. At this review, 5 requests for code varying were found for the Master Sign Program - and noted **with asterisks**. Depending on responses provided, the number of varying aspects may change.
