C) To allow a freestanding low-profile sign on Congress Street frontage, when the building façade is less than 10'from the property/right of way line - 7A.11.2.D.4.a.
D) To allow a freestanding low-profile sign to eliminate the 2 foot continuous base that serves for minimum clearance from grade to the bottom of the sign - 7A.10.2.C.2.a.(1).
