12/07/2017 FIRE INSP - STATE LICENSE nsprenger Approved 2012 IFC 901.6 Inspection, testing and maintenance. Fire detection, alarm, and extinguishing systems, mechanical smoke exhaust systems, and smoke and heat vents shall be maintained in an operative condition at all times, and shall be replaced or repaired where defective.
1) This means that the sprinkler system and fire alarm system shall be maintained to the code that the system was last built, modified, or altered and approved under. Your fire sprinkler system was installed in May of 2005 and approved on August 12th of 2005. The code at that time was the 2003 IFC with local modifications. See below

2003 IFC 903.4 Sprinkler system supervision and alarms. All valves controlling the water supply for automatic sprinkler systems, pumps, tanks, water levels and temperatures, critical air pressures and water-flow switches on all sprinkler systems shall be electrically supervised.
1) You currently have electronic supervision and water flow switches installed on the riser; however these are not connected to the existing fire alarm system.

2003 IFC 903.4.1 Signals. Alarm, supervisory and trouble signals shall be distinctly different and shall be automatically transmitted to an approved supervising station or, when approved by the fire code official, shall sound an audible signal at a constantly attended location.
1) Your approved sprinkler system plans are dated 5/9/05 and your system was installed and approved under the code in use at that time

(2003 IFC) which, like the adopted codes succeeding it, required that all supervisory, trouble and alarm signals be transmitted to an approved central station, remote supervising station or proprietary supervising station as defined in NFPA 72 or, when approved by the fire code official, shall sound an audible signal at a constantly attended location. You shall provide monitoring for your fire alarm system.

2003 IFC 903.4.2 Alarms. Approved audible devices shall be connected to every automatic sprinkler system. Such sprinkler water-flow devices shall be activated by water flow. Alarm devices shall be provided on the exterior of the building in an approved location. Where a fire alarm system is installed, actuation of the automatic sprinkler system shall actuate the building fire alarm system.
1) Your water-flow switch shall activate the building fire alarm system.
Your current fire alarm system is an old 120 VAC system with no fire alarm control panel. When the sprinkler system was installed, it was required that a water-flow activation would activate the fire alarm system, however the systems are not connected and a water flow does not activate the exterior fire bell on the main school building and there is no evidence of a dialer on site nor can evidence of one be found on previous inspection reports.

2012 IFC 907.8 Inspection, testing and maintenance. The maintenance and testing schedules and procedures for fire alarm and fire detection systems shall be in accordance with Sections 907.8.1 through 907.8.5 and NFPA 72.
1) You shall provide the fire inspector with a copy of your last annual Fire Alarm Inspection/Test report from a qualified service provider. No record was on site to prove such testing/inspections and maintenance have been performed within the last year.
2) You shall ensure that your water flow switch is connected to device that is able to transmit to a central station a water-flow alarm and a supervisory signal upon valve closure.
3) You shall provide your fire inspector with a copy of your last annual Sprinkler system inspection report.
4) You shall provide your fire inspector with a copy of your last semiannual hood suppression system inspection report.

2012 IFC 1030.2 Reliability. Required exit accesses, exits and exit discharges shall be continuously maintained free from obstructions or impediments to full instant use in the case of fire or other emergency when the building area served by the means of egress is occupied. An exit or exit passageway shall not be used for any purpose that interferes with a means of egress.

1) Your exit door from the 2's and 3's room is sticky. You shall cause the door to operate without sticking.
2) There is a blocked exit door in same room

2012 IFC 1008.1.9.5 Unlatching. The unlatching of any door or leaf shall not require more than one operation.
1) You shall remove one of the latching mechanisms on all doors that contain more than one. (Koala's and kitchen)

2012 IFC 1008.1.9.4 Bolt locks. Manually operated flush bolts or
surface bolts are not permitted.
1) You shall remove slide bolt on Koala's storage room.

2012 IFC 1006.1 Illumination required. The means of egress, including
the exit discharge, shall be illuminated at all times the building space served by the means of egress is occupied.
1) You shall cause your emergency lights in the Caterpillars' room and all other emergency lights to illuminate upon loss of primary power.

2012 IFC 1011.6.3 Power source. Exit signs shall be illuminated at all times. To ensure continued illumination for a duration of not less than 90 minutes in case of primary power loss, the sign illumination means shall be connected to an emergency power system provided from storage batteries, unit equipment or an on-site generator. The installation of the emergency power system shall be in accordance with Section 604.
1) You shall cause your exit sign over the main entrance, in Koala's room and at all other exits to operate as stated above.
