The proposed sign, attached to the silo of 220 E Broadway (within Pedestrian Business District), is for advertisement of an adjacent, separately owned property at 210 E Broadway, a separate premise.
Per Sign Code definitions of a premise, off-site signs, attached signs and billboards - and Section 3-58 regulating billboard criteria, the proposed sign is an off-site sign, essentially a billboard. Sign Code definitions exclude an attached sign from being a billboard. In addition, a billboard is not permitted within the Downtown Pedestrian Business District, nor on OCR-2 zoned property, nor on developed property.

QQ. Off-site sign. A sign not located on the premises of the use identified or advertised by the sign.

Sec. 3-58. Billboards.
A. Permitted locations: On undeveloped property in the C-2, C-3, I-1, and I-2 zoned property and only within the general business district and the industrial district as set forth in section 3-77 and section 3-80 of Article VI of this sign code.
