01/10/2014 January 9, 2014 FLOODPLAIN USE PERMIT # T13OT01525 PROJECT ADDRESS: 678 S Gollob Rd, Tucson AZ 85710 APPLICANT'S NAME: John Mitman, Natural Power & Gas PROPERTY OWNER: TUSD District 1 This parcel lies in a local jurisdictional City of Tucson Flood Hazard Area within the Robb Wash Watershed (MW), FEMA map number 040076 C 2308L. The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as: Parcel 134-04-1890, 678 S Gollob Rd, NE4 NE4 SW4 EXC RD H 8.64 AC P 5, in a portion of Township 14 South, Range 15 East, Section 15, for the purpose of installing solar utility equipment at the Gale Elementary School. Per Technical Manual Standard Section 4-04.2.2.5.A, in accordance with Tucson Code Chapter 26 Article I, Floodplain Use Permits are required for this solar project since the school's parcel itself is impacted by floodplain or erosion hazard limits, or, the proposed equipment (service connection switch, PV system meter, and utility revenue meter) is located within or affected by either a Regulatory Floodplain shown on an effective Flood Insurance Rate Map; or a Regulatory Floodplain which has not been shown on a Flood Insurance Rate Map, but which is the result of a 100-year flood peak equal to or greater than 100 cfs, or the equipment or solar panels are located within an erosion setback zone. Before any construction authorized by Tucson Code Section 26-9 may begin, plans for such construction must be submitted to the city engineer for review and comment, and/or issuance of a floodplain use permit. A drainage statement or report also may be required. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following 10 conditions apply to permit T13OT01525: 1) Call for Pre-construction meeting, elevation certification inspections, and final inspections. For a PDSD Engineering Inspection, call IVR (740-6970), or contact PDSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) This Floodplain Use Permit shall be kept in a readily accessible location on site at all times. 3) See Drainage Report TUSD Solar Project Gale Elementary School prepared by JE Fuller, for floodplain information that was not shown on plans. 4) Concrete pad for electrical components of equipment including the service connection switch, PV system meter, and utility revenue meter, shall be provided if not already existing. 5) Locations of solar installation of equipment shall match approved plans including electrical site plan sheets E-2.0 & E-3.0. 6) Inverter/combiner boxes shall have minimum height from finished grade as shown on approved plans. 7) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T13OT01525. FOR INFORMATION PLEASE CALL 791-5550." 8) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 9) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 10) See the associated building permit T13CM07710. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire one year from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division.
