10/17/2011 October 17, 2011 (Special Inspection Required) The applicant is authorized to use a portion of the flood hazard area (FEMA Zone AE, Panel 2277L) in the City of Tucson, Arizona, on the property described as Stevens Avenue Right-of-Way between 4th Avenue and 8th Street for the purpose of constructing a new Streetcar Maintenance and Storage Facility along with associated site, drainage and right of way improvements. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following conditions shall apply to this permit. 1. All work shall conform to the approved improvement plans and drainage report (JE Fuller, which are made part of this permit. 2. The lowest finished floor and all associated facilities of the buildings in the property under this permit shall be placed a minimum of 2382.7 feet above mean sea level, NAVD 1988, as Certified by a Registered Land Surveyor. This certification must be completed and returned to Planning and Development Services Dept., Engineering Section on the first Floor of the County/City Public Works Building at 201 N. Stone Avenue. 3. An elevation certificate must be completed before the foundation is poured and an additional certificate will be required once the construction of the house is complete. Each elevation certificate must be returned to PDSD engineering for approval. 4. Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 5. Any additional development including construction of walls or fences will require separate floodplain use permits 6. This permit becomes invalid and is subject to additional floodplain review, if any required development permit(s') changes the configuration of the structure and or site development. 7. If as anticipated, the location of this project is removed from the special flood hazard area by a letter of map revision, the elevation requirements will be rescinded. All other requirements affecting the connection of the site drainage to the public drainage system will be retained. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. The applicant is authorized by the City Engineer to receive a floodplain use permit subject to the above referenced conditions and restrictions.
