T09OT01153 ADDRESS: 2560 W Sweetwater Dr PROPERTY OWNER: (VARIOUS mostly PCWW, 4533 West Walker Rd, Marana Arizona 85741 contact Dave Kay 907-1789) The applicant is authorized to use a portion of the City of Tucson Special Flood Hazard Area, specifically described as: Parcel: 101-19-001F, IRR PTN NE4 SW4 26.21 AC, SEC 7-13-13 For the purpose of constructing improvements for a wastewater treatment interconnect pipeline, including sewer pipeline, trenches, and manholes, from the Roger Rd WRF to Ina Rd WRF within the City of Tucson jurisdictional limits. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard Area Regulations, and are bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations require application for, review and approval of an additional Floodplain Use Permit. This floodplain use permit T09OT0115 is issued with the following 14 conditions: 1) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T09OT01153. FOR INFORMATION PLEASE CALL 791-5550." 2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 3) Any work performed offsite shall be agreed to and notarized by any adjacent property owners. Any work performed within the public right-of-way will require permitting through Permits & Codes Section, Engineering Division, Department of Transportation, and/or other jurisdiction such as Pima County. Contact Tucson Department of Transportation - Permits and Codes Section, Engineering Division at 791-5100 for questions relating to City of Tucson right of way permit information. This permit does not authorize any development, excavation, or construction activity in the public right-of-way. 4) Disturbance of the floodplain is only permitted as per the approved construction plans and per the conditions of the permit. Any temporary chemical storage area, temporary refuse area, and / or vehicle storage areas shall be placed in non-floodplain areas and shall have interim stormwater controls installed along downstream side of these areas. Designated washout locations are required and shall not be located in or near existing stormdrain systems. Location of temporary material or vehicle staging / stockpile area shall be placed within recorded easement limits and not located near any existing stormdrain systems, or in any floodplain area. 5) The Stormwater Pollution Prevention Plan (SWPPP) shall be updated as needed and kept on site during construction activity. Temporary erosion/stormwater controls may be field adjusted with discussions with operators and project engineer as necessary along disturbance limits for this project. 6) This Floodplain Use Permit is issued concurrently with the improvement plans/permit. Copies of these documents shall be kept in a readily accessible location on site at all times. 7) The associated improvements are with grading permit activity number T09BU00547. 8) Call for pre-con, special, intermediate and final inspections for section of Interconnect work along Diamond Street which is within the floodplain. Also, please be advised that the following will be added to the permit unless EOR provides other verbiage to address compaction and testing results: Geotechnical field observation reports with trench compaction results and any other test results are required to be submitted to the City of Tucson. Field reports shall include recompaction results of fill for trench and cover fill in all locations of floodplain including the section of pipeline north of and along West Diamond Street. 10) DS Sec.2-02.2.1.A.20: There shall be no disturbance outside of recorded easements. No disturbance is allowed on parcels without access / construction easements. On certain sheets there are blanks for the docket / page for some easements. All pipeline trench areas shall have recorded easements prior to construction activity, especially those not owned by the City of Tucson or Marana, or the County. Submit copy of plans that include all dockets and page of easements prior to disturbance of areas that do not have recorded easements. 11) Tucson Code Sec. 26-11.2(f)(3), 26-5.2(9): Provide floodplain information being prepared by Brown and Caldwell regarding manhole elevations where the rims are elevated above 100-yr WSEL for that portion of the Interconnect line within the floodplain. Documentation will be required to be submitted to DSD Engineering prior to constructing that portion of the Interconnect within the floodplain. Include floodplain information for area of Interconnect construction activity that crosses the floodplain with minimum rim elevations. Also include basis of elevation and datum for elevation information (topo, and project design elevations). 12) DS Sec.11-01.16: Prior to final approval, submit a copy of the as-builts to the City of Tucson with the following items identified on plans: a) Show on plans the MH rim elevations located above the 100-year WSEL for sheets PP19 and PP20. b) Identification of pipe used. c) Provide a copy of soils report including compaction testing results and field reports. d) Provide a copy of drainage statement. 13) DSD Engineering Inspection is required for final floodplain inspection approval. 14) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway, or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. This Floodplain Use Permit will be automatically revoked and becomes invalid if conditions are not complied with, as set forth in this permit. Also, this permit will expire two years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division.
