06/05/2009 June 22, 2009 The applicant is authorized to use a portion of the flood hazard area (City of Tucson Administrative Floodplain) in the City of Tucson, Arizona, on the property described as 3525 South Naco Vista (Hidalgo Park) for the purpose of making improvements to a park and the adjacent roadways. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard regulations, and is particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations require the issuance of an additional Floodplain Use Permit. The drainage report submitted by Paul K Nzomo Dated June 8, 2009 is inconclusive and does not have adequate data. However, the project may be constructed in conformance with the Floodplain requirements if the following conditions are followed. 1. Any speed tables proposed for South Naco Vista adjacent to the park shall be constructed with adequate openings for drainage. 2. The water harvesting and landscaping areas will be constructed to maximize the effective volumes. Each water harvesting and landscaping area will be constructed with as level a floor as possible and intermediate berms will be constructed as necessary to contain harvested water. 3. The site will be graded to direct stormwater to the water harvesting and landscaping areas (including the area to the northeast of the soccer fields) to the maximum extent possible. 4. The vehicle use areas and parking areas must be graded to direct water to appropriate curb openings to drain into the water harvesting areas. 5. The right-of-way improvements shall be constructed to maximize the direction of stormwater run-off toward the landscape areas and drainage swale in the park area. Additional curb openings are likely required to meet this condition. 6. Street and park improvements shall be constructed to prevent any adverse impact to residential properties in the vicinity of the park. 7. By proceeding with this project, the designers and developers certify that the conditions have been met in the design and construction of the park and right-of-way improvements. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. The applicant is authorized by the City Engineer to receive a floodplain use permit subject to the above referenced conditions and restrictions.
