| 08/15/2007 | August 15, 2007 Special inspections required FLOODPLAIN USE PERMIT # T07OT01849 PROJECT ADDRESS: 2984 South Sandario Road PROJECT NAME: SAVSARP APPLICANT'S NAME: Tucson Water, Scott Schladweiler, PE PROPERTY OWNER: City of Tucson The applicant is authorized to use a portion of the flood hazard area within a City of Tucson owned parcel in unincorporated Pima County Arizona, on the property described as: Portions of parcels 211-36-022A, 211-36-023C, 211-35-018D, 211-35-0170, and 211-34-023E, within portions of the sections 22, 27-29, and 32-34 of Township 14 South, Range 11 East, near West Snyder Hill Road and South Sandario Road, for the purpose of grading improvements for the placement of access roads, raw cap and recovered water transmission lines; recharge basins, recovery wells, control buildings, and flood control levees as a part of the initial phase of the Southern Avra Valley Storage and Recovery Project (SAVSARP) Recharge Facilities and Raw Water Delivery Pipeline system. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not necessarily constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following 17 conditions apply to this permit: 1) This permit is for the initial phase of the Tucson Water SAVSARP recharge basin project only. 2) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and / or site development, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 3) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. There shall be no disturbance or stockpiling outside of the grading limits. 4) This project lies within FEMA SFHA Zones A01, A02, and A03. The finished elevations of the floodplain levees structures shall meet the minimum elevations per the approved plans. All work shall conform to all recommendations as set forth in the referenced reports for the project: Floodplain Drainage Analysis Report for Southern Avra Valley Storage and Recovery Project (SAVSARP) by TetraTech dated 09/20/06 and Addendum dated 05/14/07; engineering response letters dated May 31, 2007, June 5, 2007; CH2MHILL Geotechnical Design Report dated 7/12/06; ERR dated June 2007; and Tucson Water Plan No.9-062-2006 and specifications. See also the Southern Avra Valley Storage And Recovery Project (SAVSARP) Recharge Facilities and Raw Water Delivery Pipeline (CIP Nos.W339 and W439) plans and grading permit T07BU01318. 5) It is the responsibility of the contractor to confirm vertical controls, benchmark and datum. Grading plan benchmark and datum information is provided on sheet G-9 of the Grading Plan set. 6) Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T07OT01849. FOR INFORMATION PLEASE CALL 837-4888." 7) Special inspections required. Inspections include any requested inspection by the inspector as well as: a) an inspection at commencement of project - to establish SWPPP and grading limits b) an inspection of erosion protection structures c) final grading inspection 8) Please call Development Services Department at 837-4888 or 740-6970 (IVR) for final grading inspection. Contact Development Services Department Engineering Division for commencing grading construction at the site - for establishing grading limits. 9) Upon completion of the levee structures, submit copy of as-builts and a letter from a state registered land surveyor verifying the minimum elevations of the top of the levee structures. This may be submitted to the inspector or handed in to the Engineering Division of the Development Services Department at the City of Tucson, at the City of Tucson Development Services Department on the 1st floor of the County/City Public Works Building at 201 North Stone Avenue, Tucson Arizona 85726. 10) All proposed structures for this project shall be set at a minimum of 1-foot above the regulatory base flood elevation as shown on the approved plans and drainage report. 11) The remaining signatures for the operators on Certification Statements on sheet G-10 must be on the site copy of the Stormwater Pollution Prevention Plan (SWPPP) at, or before, commencement of construction. At minimum, one operator, either the engineer of record or the project manager shall sign the certification. 12) Prior to commencement of any earthwork activities, provide copy of the report for the levee maintenance plan that provides discussion of how the levee structures shall be maintained, including identification and procedure for maintenance inspection and schedule. The maintenance plan shall include an assessment as to whether Levee B shall be upgraded. 13) Prior to commencement of any earthwork activities, a copy of the updated SWPPP, with a copy of General Permit, showing on planview locations of the proposed stabilization practices / interim erosion control methods shall be submitted to the City of Tucson Development Services Department Engineering Division. The updated SWPPP shall have the registrant's seal on sheets G-10 through G13 of the SWPP. The SWPP shall clearly delineate disturbance area / limits of grading. 14) DS Sec.11-01.4.1.C: Additional floodplain review by the City of Tucson Development Services Department will be required for grading and floodplain permits for the future booster station structure. At the time when permits are required for the booster station, it will be determined whether Levee B will need to be upgraded. For the booster station permit review, submit grading plans, updated SWPPP, and a drainage report that includes: a) WSEL's adjacent to the proposed structure. b) Finished building elevation at a minimum of one foot above the regulatory floodplain water surface elevation. c) Discussion of stormwater velocities at booster station building pad and extents of any needed erosion protection so that the Tucson Water booster station site will be protected from 100- year floodplain scour and erosion. d) Discussion of the levee structure to protect the booster station or other intent. Any levee proposed to be recognized as a permanent structure by FEMA needs to show conformance with NFIP section 65.10(b-e) including erosion protection, seepage, settlement, and other levee design criteria, as well as operation, maintenance, and certification plans. Include an assessment as to whether Levee B shall be upgraded. e) Tucson Code Sec. 26-8(a)(2)b: Provide discussion regarding how the booster station will be: constructed so as to minimize or eliminate flood damage; constructed to minimize or eliminate flood and erosion damage; designed with strict conformance to the public's health, safety and welfare; and evaluated to prevent any contamination of the groundwater aquifer. f) DS Sec.11-01.4.1.C: With submittal of the Floodplain Use Permit, a grading plan shall show delineation for disturbance area / limits of grading; shall provide local benchmark on plan view and datum information relative to the floodplain data; shall clarify extents of erosion protection; shall show erosion protection for Tucson Water site so that their site will be protected from floodplain scour and erosion; and shall provide estimates for cut/fill and for total disturbance area in square feet. 15) For gas lines and any other utilities, contact the utility company for coordinating construction. 16) No chain link fences or other obstructions shall be placed at grade on the project site. Any chain link fences shall be placed on the levee structures to avoid placement within the floodplain. 17) DS Sec.10-02.2.3.1.2.F: All conditions of Pima County Regional Flood Control District Floodplain Use Permit No.07-438 approved 6/7/07 shall apply. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire three years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division.
