12/03/2004 ======== December 2, 2004 Special inspections required FLOODPLAIN USE PERMIT # T04OT02299 PROJECT ADDRESS: 2118 West Anklam Road APPLICANT'S NAME: City of Tucson/Tucson Water PROPERTY OWNER: Pima Community College The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as: A portion of the southwest corner of parcel 116-10-002B, at 2118 West Anklam Road, Tucson, in a portion of Township 14 South, Range 13 East, Section 9, near West Anklam Road and North La Cholla Boulevard, for the purpose of grading improvements for the placement of bank protection structures and water booster station pad on the Pima Community College campus parcel. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not necessarily constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following 13 conditions apply to this permit: 1) Grading Limits shall be established at the start of the project construction and shall be accepted by Landscaping and Engineering Divisions of the Development Services Department. The grading limits shall be the limits of disturbance area and no further disturbance outside of the grading limits shall be allowed without a re-inspection and acceptance by both the Landscaping and Engineering Divisions. 2) Grading Limits within the wash region of the project shall be staked by heavy duty construction fencing. 3) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and / or site development, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 4) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. There shall be no disturbance or stockpiling outside of the grading limits. 5) All floodplain use permit conditions apply also to the associated Site / Grading Plans under T04BU02166 and T04CM03998. 6) A portion of this parcel lies in a local City of Tucson floodplain. The finished elevations of the floodplain protection toe-down structure shall meet the minimum elevations per the approved plans. All work shall conform to all recommendations as set forth in the Drainage Assessment dated 11-8-04 by Larry Roberts, PE of TetraTech, Inc, as well as La Cholla Booster Station Sheet 2/30: Site, Grading, and Enclosure Plan and Sheet 3/30: Wall Elevations and Details, by Mike Sanders dated 11-8-04. 7) See sheet 3/30 for specifications for the grouted riprap toe down erosion protection structure. 8) Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T04OT02299. FOR INFORMATION PLEASE CALL 791-5550." 9) Construction hours are sunrise to 8PM on Monday through Saturday, and 9AM to 6PM on Sunday. 10) A Right-of-way Use Permit is required for any construction in within the right of way. Contact the City of Tucson Department of Transportation - Permits and Codes Section, Engineering Division at 791-5100. 11) Special inspections required. Inspections include any requested inspection by the inspector as well as: a) an inspection at commencement of project - to establish grading limits b) an inspection of the erosion protection toe down structure c) final grading inspection 12) Please call Development Services Department at 791-5550 or 740-6970 (IVR) for final grading inspection. Contact Development Services Department Engineering Division for commencing grading construction at the site - for establishing grading limits. 13) Upon completion of the erosion protection structure, submit a letter from a state registered land surveyor verifying the minimum elevation of the top of the structure. This may be submitted to the inspector or handed in to the Engineering Division of the Development Services Department at the City of Tucson. grading and returned to City of Tucson Development Services Department on the 1st floor of the County/City Public Works Building at 201 North Stone Avenue, Tucson Arizona 85726. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire two years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division. THE GRADING LIMITS SHALL BE THE LIMITS OF DISTURBANCE AREA AND NO FURTHER DISTURBANCE OUTSIDE OF THE GRADING LIMITS SHALL BE ALLOWED WITHOUT A RE-INSPECTION AND ACCEPTANCE BY BOTH THE LANDSCAPING AND ENGINEERING DIVISIONS.
