07/25/2013 The following 26 conditions apply to the grading permit DP13-0097, T13OT00650, T07OT01407:1)This grading permit DP13-0097 provides permission to perform grading construction for Phase 1 as shown on the approved plans. A copy of Grading / SWPPP Plans and Permits shall be kept at site at all times, until final grading approval.2)Additional grading plans will be required for additional phases of the project. Any revision to this Grading Plan may include discussion, additional details, calculations, drainage report, revised grading plan, or, whether changes may be provided on as-builts. Contact DSD Engineering at 791-5550 to discuss changes in grading design. 3)If grading construction is expected to last longer than expiration date of grading permit, contact PDSD to renew/extend Grading Permit. If Final Grading Inspection has not been completed before Grading Permit expires, and permit has not been renewed, additional fees and reviews may be required. Requests for grading permit extensions may be submitted to Planning & Development Services Department (attn: Claudia Buford), prior to grading permit expiration date, for consideration of grading plan extension approval.4)Julian W.A.S.H. Ordinance Wash box culverts structures for Julian Park Drive and Julian Crossing Way shall be constructed as a part of the first phase for this project and may require additional separate reviews. Associated floodplain use permits for box culverts and subdivision drainage shall be issued concurrently with grading permit DP13-0097. 07/25/2013 7)Some grading activities will require separate special inspections by EOR or consultants. During these inspections it is recommended that PDSD Engineering Inspectors are present. Provide to PDSD Engineering Inspector all compaction tests for streets, sidewalks, curb and gutter, and utility trenches. Provide results of concrete breaks on Julian W.A.S.H. Ordinance wash box culverts. Contact PDSD Engineering Inspector during testing for drain down for bike crossings and prior to any work within the W.A.S.H. areas. Discuss during Pre-con or contact PDSD Engineering Inspector to confirm which additional inspections may be needed.8)During required pre-con meeting, the conditions of the grading permit will be reviewed and acknowledged by the contractor's superintendent.9)For inspection purposes, post the "AZPDES - Posting Requirements" green sheet or NOI at construction entrances to the site at beginning of construction activities and maintain these posted documents throughout project construction.10)Contact Permits and Codes (837-6606) for any questions regarding any City of Tucson right-of-way permit requirements. Contact Pima County for permits for construction within the Diversion channel. Contact ADOT (388-4236) for any questions regarding any State right-of-way permit requirements.11)Any existing trees or transplanted trees from onsite within the SVT's shall be checked and trimmed to assure that they are clear of leaves and branches to a height of at least six feet above grade. The location of trees within existing and future sight visibility triangles may be restricted or modified as determined by the City of Tucson Inspectors in order to preserve visibility.12)As a separate inspection from grading permit inspections, assurable items as listed in the third party trust must be complete and accepted by the City of Tucson prior to final release of final plat assurances associated with this phase.13)After interim controls are removed, permanent erosion control are required on all disturbed areas, in form of vegetative cover, gravel, a sized decorative rock, and/or other reviewed and approved controls.14)Designated concrete washout locations shall not be installed within 50-feet of all washes, and shall not be located in the water harvest or basin area.15)During construction activities, traffic control plans may be required if there is a safety hazard potential from construction activities conflicting with public traffic. It may be necessary to submit a copy of a traffic control plan to PDSD. Onsite traffic control plans shall minimize traffic hazard conditions between public access, and construction vehicles & activities.16)Grades adjacent to silt fence filter fabric shall be flush with existing grades to allow for flow of stormwater runoff through filter fabric, and not create dam condition that could concentrate flow at another location.17)Receiving waters are Julian Wash and Tucson Diversion Channel. Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Operator shall orally notify office listed below within 24 hours: Arizona Department of Environmental Quality, Water Quality Compliance Section, 1110 W. Washington Street, Mail Code 5515 B-1, Phoenix, AZ 85007, Office: 602/ 771 - 4497; Fax 602/ 771 - 4505. Operator shall also notify ADEQ Emergency Response Duty Office at (602) 771-2330 or, toll free, at (800) 234-5677.18)Temporary erosion control devices shall be placed at locations where stormwater runoff exits grading limits to prevent debris, construction silt, and/or chemicals from entering any drainage ways that eventually discharge into the receiving waters.19)There shall be no clearing, grubbing, or other disturbance of other phases without issued grading permits specific to the phase.20)To keep construction debris from entering wash, heavy duty construction fencing at approved disturbance limits along basins / floodplain / wash area may need to be provided as needed and as determined with consultation between contractor, engineer, and inspector.
07/25/2013 21)There shall be no stockpiling, vehicular traffic or parking, or other disturbance in the Julian Wash, ERR PRA (protected riparian areas), or W.A.S.H. Ordinance areas, or outside of the disturbance/grading limits, as shown on the approved grading plans. Any unauthorized disturbance may result in a Stop Work Order and additional ERR-W.A.S.H. Ordinance review may be required.22)Traffic controls including stop signs shall be provided for traffic entering along Julian Crossing Way and Julian Park Drive at a minimum.23)See the associated Stormwater Pollution Prevention Plan as a part of this grading permit. Interim erosion and sediment controls shall be maintained per approved grading plans and SWPPP at downstream areas of disturbance limits, and to include the trail area along the W.A.S.H. Ordinance wash.24)Stabilized entrances shall be maintained at all active access entrances. Use of water trucks or other dust controls shall be utilized, and construction entrances shall be maintained to minimize sedimentation, dust issues, and tracking.25)Permitee shall notify PDSD when grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all permanent erosion control measures have been completed in accordance with approved grading plan and grading permit, and all conditions of permit are completed.
07/25/2013 26)As-built drawings and letters of completion from Engineer of Record for basin function and project substantial completion are required and shall be submitted for each phase prior to final grading inspection. As-builts are required to be submitted for Phase 1. The as-built / "Final Revised Grading Plan" may be submitted under activity number DP13-0097 to PDSD permit clerks. They will be reviewed, and then if acceptable, a copy will be provided to PDSD Engineering Inspector for final grading inspections. For Grading Permit Project Closure documentation, submit: one copy of original grading plans, 2 copies of as-builts, letters of completion (one for drainage improvements, and another letter for substantial completion of overall Phase 1 project). As-builts shall include: pad elevations, inverts for drainage pipes/systems, and general grades as determined by RLS to show substantial completion for Phase 3. Separate set of plans for any Private Paving as-builts will be required once pavement is completed.
