The applicants' project is a 24,150 square foot three-story building located on the northwest corner of First Avenue and River Road. Medical office and educational uses currently occupy the building. The University of Phoenix proposes to expand its occupancy from two floors to the entire building, eliminating the medical office use. The proposed expansion is a change of use and requires the site be brought into compliance with all Land Use Code (LUC) development criteria applicable to new development. The applicant is requesting the following variance: 1) Reduce the number of required motor vehicle parking spaces from (230) spaces to (75) spaces, as shown on the submitted plan. DECISION: VARIANCE GRANTED WITH THE FOLLOWING CONDITIONS: A. Add a note to the final plan referencing the parking agreement for use of the additional motor vehicle parking spaces, as shown on the submitted plan; and, provide Zoning Administration with a copy of the agreement. B. Attach a copy of parking agreement to the plan when submitted for final zoning approval. C. Provide adequate directional signage to location of additional parking spaces. The directional signage to be reviewed and approved by the Sign Code Section of the Development Services Department. D. Parking variance limited to similar uses with similar hours of operation.
