08/23/2022 COT - ENGR - Signage Final Hthrall Continued Entered by HTHRALL1 - Freestanding sign exchange with Gary from Pearsons - examined plan set for location along Kino. Was in right of way, instead of near corner location with TRE, they presented options to shift it south on the site and out of SVT. Reviewed both options to provide feedback to them on code and location aspects to work within. Will be a monument sign and approx 40 sqft sign area. Digital price display will dim. No concerns with wall signs presented in package, all are small - well within sign area. Bridges DRC and Bourn have seen the sign package and approved it for the overall Circle K development.
10/04/2022 COT - ENGR - Signage Final Hthrall Continued Entered by HTHRALL1 - RE: signage review For: Circle K / wall / access point / monument signage AT: 3434 S Kino PW / at the Bridges Permit: T22OT00553 Reviewer: H. Thrall Date of 2nd review: 09/16/22 & 10/4/22 Codes: Unified Development Code (UDC) 7A Sign Standards, National Electrical Code (NEC 600), Tucson-Pima County Outdoor Lighting Code (OLC), and International Building Code 2018 (IBC) Ch. 16. Wind, seismic and design loads General / UDC comments: 1. A. The revised plans show a 2nd freestanding sign now, located along ML King Jr Way, in addition to re-positioning the Kino freestanding sign to the southern boundary of the site. Per UDC 7A10.2.C. for each sign placed on a local street (MLK Jr. Way), the equal amount shall be taken from the arterial street (Kino). This freestanding sign proposed on ML King Jr. Way can only proceed through a Sign Design Review Committee (SDRC) process to have the sign on a local street front and retain the Kino freestanding sign. B. In addition to the local street front aspect, the sign setbacks appear to be insufficient (need 20' from curb to leading edge of the sign) the setback from the driveway curb south of the sign needs to be 2 feet, but the greater aspect to address is that the sign appears to be with in the sight visibility triangle for the driveway exit onto ML King Jr. Way. c. further - the Bridges Design Review Committee did not see this second freestanding sign and Bourn properties has also not given their approval. d. at this time, recommend removal of this freestanding sign (on ML King Way) from this permit package and to have it addressed / submitted separately for the remainder of the package to proceed. e. add the property line street frontages to both ML King Jr Way and Kino Parkway - the plan is scanned in a way where these dimensions are not seen. F. Sign N - traffic directional, may be setback 10' from street curb - but has to be located out of the sight visibility triangle. The options are to shorten the sign to 30 inches (under the SVT line of sight area) or reposition. 2. NEC / OLC comments: for freestanding sign A / Kino sign: a. please update digital sign note for dimming to 200 Nits is from "sunset to sunrise for 24 hour establishment" (remove note about close of business) b. indicate how digital sign will dim - i.e. timer, photosensor, laser sensor ? c. add note "timers provided for all signs, per OLC, but business is a 24 hour establishment" e. add location of timer (preferably next to breaker panel) f. add note for location of the breaker panel g. add note that each sign circuit to be labeled on the panel The following are related to the proposed wall signs: (window and door signs do not require permits, but we appreciate that the signs are shown) Note that per Tucson Police Code, window and poster / vinyl door signs for a 24 hour retail establishment are limited to above the 6' or below 3' on the windows for safety to see into the establishment. 3. NEC / OLC. For digital sign on gas canopy: a. please update digital sign note for dimming to 200 Nits is from "sunset to sunrise for 24 hour establishment" (remove note about close of business) b. indicate how digital sign will dim - i.e. timer, photosensor, laser sensor ? c. add note "timers provided for all signs, per OLC, but business is a 24 hour establishment" d. add notes for ALL wall signs - location of timer e. add notes for ALL wall signs - location of breaker f. add notes for ALL wall signs - dedicated sign circuits will be labeled g. For ALL wall signs that are NOT digital, remove reference to 200 NITS h. For ALL wall signs - add note "timer provided, however, business is a 24 hour establishment i. For ALL wall signs - cannot have a 7100k Tetra module, must be a max of 4400k or less - update j. For sign E and sign I - missed the listing of lighting type and color temp - add to sheet 5 k. For all signs - "add note that all lighting components for signs are UL compliant" 4. IBC: a. Provide attachment notes / details for the LED canopy sign - though it does not require engineering due to size, it still should be substantial attachment and several attachment points, given size o ft he cabinet is over 80 sqft. b.
