01/04/2022 COT - ENGR - Signage Final HThrall Continued Entered by HTHRALL1 - RE: sign review For: two signs mounted under entry archways leading to outdoor open dining area AT: 56 E Congress (Hexagon building) Zone: OCR-2 Sign District: Downtown Pedestrian District (UDC 7A.11.2) Sign permit: T22OT00003 Reviewer: H. Thrall Date: 1/4/21 (2nd review - for detailed referral to SDRC process) Codes: Unified Development Code (UDC) Sign Standards 7A, International Building Code (IBC) 2018. Request: 2 non-illum window signs (no permit needed) & 2 non-illum freestanding signs at entry to outdoor patio dining area. 1. UDC Sign Standards 7A: A) Signs C & D are the subject of the review. B) Both signs are not attached to the building, but to entry archways adjacent to outdoor dining area. Closest code related sign category is a detached sign / freestanding sign, and both signs require Sign Design Review Committee (SDRC) evaluation to proceed as designed. Further information is needed to process an SDRC review request (i.e. setback from street curb to leading edge of each of the sign structures - provide dimensioned site plan with setback to each sign) C) Note on the sign location plan or DP16-0202 sheet 3 that the building setback from Congress right of way / north property line is 0 feet. (part of SDRC aspect for allowance / number of freestanding signs within Pedestrian District 7A.11.2.D.4.a - one monument is allowed on a street frontage where a building facade is setback 10' minimum from right of way.) **SDRC request for 2 monument signs for a building in the Pedestrian District.** **SDRC request for monument signs along Congress where a building façade setback is less than 10' from right of way.** D) Use sheet 3 of DP16-0202 to provide setbacks for the sign structures C & D. Take setback from the actual outermost street curb, not the indented curb / loading or parking curb line. (part of SDRC aspect for setback of each sign) Monument signs require 20' setback from street curb, and this may be added as another SDRC aspect to review - reduced setback. E) Label the framed columns (for criteria within 7A.7.1.E and G of the SDRC process) as the bases for the signage. F) Provide copy of TRE 2019-014 referred within the sign package for the "sidewalk seating area". Note - if signage is not noted within the TRE area, staff will reach out to the Real Estate Division to see if the TRE can be amended for inclusion of signage, or process to do so.
