The Red Dodge junk car is still in the street. The enclosures to the front porch area remain and the room is currently occupied by the defendants daughter. The property has additional violations to include weeds exceed 6 inches in front yard, and outdoor storage in front yard and carport in violation of Outdoor Storage Codes. Spoke to Defendant and daughter on site. Advised would be following up before hearing date, advised will file additional charges for the additional property maintenance items if they are not resolved. -VM

06/27/2023 COT - ENFC - Code Enforcement - Follow Up In Violation Attorney for defendant appeared, defendant did not appear. City reported the following: The owner has taken no steps towards abatement as was promised by them during the last court appearance, and the occupant of the front porch has stated she isn't leaving until about 45 days when her new place is ready and refused Code Enforcement access to the structure to check for life safety or minimum housing issues. City reports that there is weeds, trash and debris, and excessive outdoor storage on the property, and along with the junk car, this is detracting from the aesthetic of the neighborhood. Defense asks for a continuance. Judge granted a continuance until September 5, 2023 at 9:30 AM. -VM
09/05/2023 COT - ENFC - Code Enforcement - Follow Up In Violation 809 AM - Follow up for court hearing. Property remains in violation on all charges. Did speak to the occupant of the illegally enclosed front porch and observed 2 portable AC units. Asked how they were getting power. She said through extension cords and surge protector strips that are run through the front window and into the home. She denied Code Enforcement entry into the illegally enclosed front porch. -VM
09/05/2023 COT - ENFC - Code Enforcement - Follow Up In Violation 945 AM - Defendant, defendant's daughter (the occupant of the illegally enclosed front porch) and counsel for defendant present. Defendant pled responsible to the charges. City requests access to the front porch area and abatement of illegal electrical within 10 days, otherwise will look to cut power to the home due to the imminent hazard of extension cords running AC units. Hearing scheduled for 10/17/2023 at 10:30 AM. -VM
10/10/2023 COT - ENFC - Code Enforcement - Follow Up In Violation 1201 PM - Previously left messages for Attorney Ron Reyna on 9/22/2023 and 10/03/2023. Calls were not returned until 10/06/2023. Responded to property, daughter of owner is still living in the enclosed porch and junk vehicle is still in the street. Asked for access to determine if any hazards exist as was previously discussed in Court. Owner and daughter denied entry to Code Enforcement once again. -VM
10/16/2023 COT - ENFC - Code Enforcement - Follow Up In Violation 1014 AM - Contact with owner on site. Knocked on the door of the illegal enclosed porch, daughter is still living in it. Asked for entry to view, was again denied entry. Did observe electricity active in the area with lights on. The junk car is still in the street. -VM
10/17/2023 COT - ENFC - Code Enforcement - Follow Up In Violation 1035 AM - Hearing held, Counsel Ron Reyna for defendant present, requests and receives approval by Judge to waive presence of Defendant due to her being at a doctor appointment. City enters exhibits 1 through 4. City reports absolutely no progress has been made by the Defendant to abate the violations and despite the Defendant agreeing to allow access to the City to inspect for hazards, Code Enforcement has been denied entry four times on 6/26/2023, 9/2/2023, 10/10/2023 and 10/16/2023. City requests an order to cut power to the structure and tow the junk car and asks for maximum fines be imposed since last order of abatement issued by the Court. Defendant's daughter Monique Ibarra shows up to hearing late. Explains she has gotten all items removed from the structure as of today but has no pictures to show. Counsel asks for a less onerous remedy. Judge orders front structure discontinue being lived in immediately, grants City authority to enter and abate by removing the junk vehicle and any and all items left in the illegal enclosure in 30 days, fines were suspended by Judge. -VM
01/29/2024 COT - ENFC - Code Enforcement - Follow Up In Violation 1238 PM - The inoperable Dodge vehicle has been removed from the street and is not present in the front yard. Majority of items on the illegally enclosed front porch have been removed, however, there are two light fixtures in the enclosure and associated wiring as well as doors used to enclose the East wall of the porch that remain. There is debris holding these items in place. I knocked at the front door three times but no answer. Left a card at the front door. Will be submitting for bids for abatement. -VM
