ONE OWNER WITNESSED SOMEONE ILLEGALLY DUMPING THE ITEMS AND SHE SAYS THEY HAVE BOTH CALLED THIS IN TO THE CITY MULTIPLE TIMES TO REPORT ILLEGAL DUMPING |
