03/07/2022 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD INVESTIGATORS WHO INFORMED ME THAT UPON THEIR ARRIVAL FOUND FIRE HAD STARTED INSIDE THE LAUNDRY ROOM, THEY FOUND SEVERAL PACKS OF CIGARETTES, LIGHTERS AND FOIL WRAPPERS FROM DRUG USE INSIDE THE LAUNDRY ROOM. THE FRONT OR WEST WALL NEXT TO THE ENTRY DOOR HAD FIRE DAMAGE AND TFD CHASED THE FIRE INTO THE CEILING AND SOUTH WALL AND CEILING OF THE LAUNDRY ROOM. POWER WAS SHUT OFF DUE TO ALL HOME RUNS RUNNING INTO THE SERVICE PANEL WERE LOCATED IN THE AREA OF THE FIRE, WEST AND SOUTH CEILING AREAS RUNNING DIRECTLY TO THE SERVICE PANEL. THE PANEL OBVIOUSLY FED MORE THAN JUST THE LAUNDRY ROOM, MAYBE THE POOL AREA, THE STORAGE ROOM AND LIGHTING BUT THE PANEL WAS NOT MARKED AT ALL AND INSPECTOR CHOSE TO LEAVE THE PANEL OFF. S/W GAS LOCATED THE METER BEHIND THE LAUNDRYROOM, SHUT OFF GAS AND PINNED THE METER. THERE WAS A ROOM NEXT TO THE LAUNDRY ROOM USED FOR STORAGE BUT THERE WAS NOT MUCH IN THE STORAGE AREA, THE FRONT DOOR HAD BEEN PINNED ONCE BEFORE AND FRONT DOOR JAMB RIGGED TO ALLOW THE DOOR TO CLOSE SO WE ADDED SCREWS TO THE RIGGED PORTIONS OF THE DOOR JAMB AND PINNED THE DOOR SHUT DUE TO THE AMOUNT OF HOMELESS ACTIVITY IN THE APT COMPLEX. LAUNDRY ROOM WAS SECURED BY ARDACIAN. THE MANAGER FOR THE COMPLEX WAS ONSITE, BUT SHOWED LITTLE INTREST AND LEFT BACK TO HER OFFICE AT 1502 W AJO. THE COMPLEX CONTINUES TO HAVE HIGH HOMELESS ACTIVITIES AND DRUG USE IN THE COMPLEX AND ALSO THE UNIT NEXT DOOR OWNED BY THE SAME OWNERS. THERE IS A 40 YARD DUMPSTER ON SITE BUT THE COMPLEX STILL HAS LARGE AMOUNTS OF TRASH AND DEBRIS THRU OUT THE COMPLEX, CONDEMNED UNITS WERE FOUND BROKEN INTO AGAIN AND FRONT DOORS OF TWO UNITS WERE RESECURED BY PINNING THE FRONT DOOR.
NOV WAS ISSUED FOR PERMITS REQUIRED TO MAKE ALL CORRECTIONS TO THE STRUCTURE, EVALUATION OF THE ELECTRICAL WAS ADDED AND I ASKED THE PANEL BE PROPERLY MARKED. AND I ASKED THE PLUMBING TO THE GAS METER BE CHECKED AND GAS RECONNECTIONS FOR BOTH THE GAS AND ELECTRICAL. NOV WAS SIGNED FOR BY THE MANAGER. I DO NOT EXPECT THE LAUNDRY ROOM TO BE REPAIRED AS THE LAUNDRY ROOM AT 1502 WAS ALSO FIRE DAMAGED AND HAS NOT BEEN REPAIRED. I WILL RECOMMEND TO MY SUPERVISOR THAT THE COMPLEX BE SHUT DOWN COMPLETELY AS THERE ARE VACANT AND UNSECURED UNITS, UNITS BEING OCCUPIED BY HOMELESS AND HOMELESS SLEEPING ON THE PROPERTY GROUND.
