For panel upgrade, a new main panel with a main disconnect must be installed.
Recommend contacting TEP for a field rep evaluation, before purchasing the new panel. Ask them if the existing meter socket and riser are acceptable to them.
Suggest replacing fused sub panel with the existing main panel, which doesn’t have or need a main disconnect. Or, purchase a new smaller sub panel and breakers.
Arranging all of this with TEP beforehand is recommended.
