06/25/2021 COT - ENGR - Signage Final Hthrall Continued Entered by HTHRALL1 - RE: monument sign review For: MHP and RV Park - shared sign AT: 4545 S Mission Sign permit: T21OT00464 Reviewer: H. Thrall Date: 6/25/21 Codes: Unified Development Code (UDC) 7A Sign Standards, National Electrical Code (NEC), Tucson- Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018 **Understood Sign Design Review Committee review requested for sign - comments noted by ** 1) UDC 7A - As Mission Road is a Scenic Route on the City of Tucson Major Streets and Routes map, these properties are subject to Scenic Corridor Zone District of the Sign Standards 7A.11.3. A) **Dimension sign area for each user on the sign, as one is commercial and one is residential (different sign area sizes allowed, both under Scenic District 7A.11.3.E.3.b.) Note that further comment may be forthcoming on the size of the panels for each user if sign area is exceeded for type of user.** B) Label the property line / start of scenic buffer, and dimension setback from the property line for the sign. (contact staff for assistance with finding right of way plan if needed) C) Sign meets monument setback minimum (over 20' back of curb), thank you. D) Sign is outside any SVT with location 32' setback from curb, thank you. E) Provide night view of the sign showing compliance that light is only through letters / logos and not entire panel backer. Provide note blackout vinyl provided to block out full lighting of the panels. ( Per UDC 7A.11.3.E.3.f. Lighting: Sign panels shall be opaque. Light shall be emitted through individual translucent letters and/or symbols only, or individual letters and/or symbols may be halo illuminated.) F) **Sign cabinet shown at 45 square feet. Total sign area allowed for freestanding signs in the buffer is 35 square feet. Singular Sign Design Option (SSDO) is required to exceed that size of sign, via SDRC process.** 2) Provide property owner permission in writing for 4555 S Mission to have a panel on the sign (appears shared access and likely an access agreement is in place, likely the same is in place for the sign) 3) NEC / OLC - A) Per conversation with contractor, this is replacing an existing sign that was damaged. Please provide before view of sign and note on the plan, whether "electric in place" OR if "new electric service is to be run to sign and provided by Electrical Contractor". B) Note location of circuit breaker for sign, and ensure labeled breaker panel for inspection. C) Note location of timer for the sign and curfew is Midnight. 4) IBC: A) Acknowledged that no engineering needed due to overall sign surface area and no field welds. B) Please clarify total number of estimated bolts for cabinet into each masonry pillar. 5) SPECIFIC TO SIGN DESIGN OPTION REVIEW PROCESS of UDC 7A.7.1.: Listed here to help move forward with aspects that will be reviewed for this request to exceed sign area: a. Provide photos of primary site buildings to show sign structure has some matching elements, such as masonry, stucco, metal, and colors. (architectural components) b. SDRC process REQUIRES a BASE for the sign (a base can be of masonry design or other material) c. SDRC process REQUIRES a top component above the cabinet (if an address is provided, does not count toward total sign area) to unify with the base. Update diagram. (If you maintain under 80 square feet total surface area, no engineering required.) d. SDRC process REQUIRES the promotion of superior sign design per the purpose statement. (Understood rectangular cabinet is desired. The design opportunity can be within the base and top embellishment to be provided - and perhaps the sign ribbon around the cabinet or to frame the cabinet with materials that reflect site buildings.) e. SDRC process REQUIRES that you address how the sign is not going to impact scenic views. Mission Road is a scenic route, perhaps show photos of the sign location and height in relationship to surroundings and any nearby natural drainageways and vegetation, etc. Please contact Heather.Thrall@tucsonaz.gov with any questions and to resubmit revised diagrams and SDRC applications.
