Thrall Date: 4/7/21 - 5/5/21 Codes: Unified Development Code (UDC) Sign Standards Article 7A, National Electrical Code (NEC) 600, Tucson Pima County Outdoor Lighting Code (OLC) Chapters 4 & 5, International Building Code (IBC 2018) Understood this review submittal will involve a Master Sign Program (MSP) to vary sign standards for several signs within the package. Review comments pertaining to the MSP referral contain **asterisks**. Review is not complete for MSP process, as more information is needed for sign locations (setbacks) However, some of the code elements identified in this package were as follows: 1. *Exceed allowed number of signs along scenic route frontage 2. *Height of freestanding signs 3. *Sign area of freestanding signs - both for monument and for being in scenic buffer 4. *Signs within the buffer possibly at reduced setback 5. *Sign area exceeded for wall (attached) signs - over 250 total square feet Property is zoned PAD-25 - see rezoning restrictions for signage within this zoning document. Contractor was provided with a copy of the marked up set of plans for this review. 1) UDC. 7A.2.2. Interpretation of special districts and 7A.11.3, scenic corridor zone district applies to this location, as Houghton Road and Old Spanish Trail are scenic corridors in this area of Tucson, per the City of Tucson Major Streets and Routes Map. Freestanding signs: 2) UDC 7A.11.3.E.a - per Jan 2021 amendment: ratio of allowed signs on scenic is 1 for first 450 linear feet of scenic route street frontage, a second sign allowed 451-850, 3rd from 850-1250. The package shows multiple freestanding signs, some of which are not going to proceed. Add street frontage on the plan set and only the signs that will proceed. 3) UDC 7A.11.3.E.3.f - freestanding signs with lit panels are shown in the package along both roadways. Note that Lighting cannot be emitted but through letters / characters. Revise. This cannot be varied under the MSP process. 4) Coordinate signs to be A,B,C, etc - with permit application. Only show on the sign map what signs are part of this project. (What's the note about signs 1,2,12 etc. were removed - yet you've got them on the map - and on a separate parcel than the hospital? Should they be included as campus signs for the overall development or…? Under new code, you can do a revision to a master sign program, which may be beneficial to project goals.) 5) General: Enlarge all font to 12 point - many dimensions are not visible 6) Provide detailed site plan for each freestanding sign location adjacent to roadway: A) Setback from street curb B) Setback from property line / start of buffer C) Show scenic buffer 30' deep into property from property line D) Show sight visibility triangles E) Show property lines F) Show any easements G) Show location of signs in relationship to driveways H) Show street frontage along both Old Spanish Trail and Houghton I) Elevation view of detached signs should have height taken from either top of street curb or average grade within 5' radius of the sign to top of sign cabinet. Check grades in area. Wall signs: 7) Add heights to tops of all wall signs above grade. 8) Add sign area for all signs, and use decimal feet. 9) Darken all dimensions for all signs and use decimal feet. 10) NEC: 600: throughout plan set, for each sign - provide: a) volts, amps, circuits b) shut off switch location c) UL statement d) Note location of circuit breaker panel for inspections (i.e. in riser room in hospital, etc.) e) Note on freestanding signs - "Power to signs provided via separate electrical permit by licensed contractor" 11) OLC: A) provide note on any central timer if signs controlled on one (24 hour facility) B) ensure all signs are 4400k color temperature or less for all internally illuminated signs. 12) IBC: Provide mounting details for all wall signs: A) size of screws / bolts, typical number used and type of wall mounted to. B) Note that depending on size and height on building above grade, some signs may need engineering for the mount. 13) Note that sign location listed at 91' x 7 feet - A) provide height to top of lettering above ground B) sign has a raceway - provide weight of both raceway and letters C) sign may require engineering for mounting due to size / proximity above ground D) break down sign area to have logo separate from wording, revise and show on plans. 14) Sheet 11: sign on west elevation is to be located on a wall within 400' of the west property line and cannot be illuminated per rezoning document of the PAD-25 - page 99 of the rezoning case C9-13-04, "Illuminated signage facing west within 400 feet of the Northern Star Pad western property line shall not be permitted. Render the sign shown on sheet non-illuminated, or suggest design to re-orient signage to a south and west orientation under a building canopy or on edge of a building canopy. (Note also UDC 7A.11.3. orient signs to the interior of premise or scenic, arterial or collector streets.) 15) Further review comments may be forthcoming, depending on responses provided. 04/19/2021 COT - ENGR - Signage Final Hthrall1 Continued Entered by HTHRALL1 - Emailed contractor with update on review 4/19. Noted I had been out unexpectedly. Explained review had been underway, and noted that sign on west elevation is shown as illuminated. Per the rezoning case that created PAD-25 (site zoning), illuminated signage is not allowed within 400' of the west property line. Rezoning criteria cannot be waived via the lesser intense process (non Mayor & Council adoption) of a Master Sign Program request, such as this request. Advised contractor that review would continue, but to note a staff shortage and also new permitting system work was also underway. This is a very large site / large submittal, and work will be continual on it for the sheet volume of signs proposed. A referral has to be created for an understanding for SDRC what code variations have to be reviewed for the Master Sign Program process. This review is also a culmination of visual inception from presubmittal discussions held with Addis and Joe Yee of NorthStar Development / properties in November 2019, prior to development plan submittal.
