Thrall Date: 5/04 -7/2021 (2nd review) Sign permit: T21OT00152 Status: awaiting development package issuance and grade GPS data (see comments 1 & 2) Codes: Unified Development Code - Sign Standards 7A, National Electrical Code (NEC 600) and Pima County -Tucson Outdoor Lighting Code (OLC), International Building Code (IBC) 2018. 1. Note that until the Development Plan is approved for this site, DP21-0029 (site /grading Raising Cane's) and DP 20-0189 (Ajo Marketplace) a detached sign permit cannot be issued. (DP21-0029 is still in review as of 5/4/21.) This review is based on the preface that the development package will prevail and the sign permit should be aligned with development timing of the site. 2. UDC 7A.6.5b. - freeway sign height is measured from elevation of adjacent edge of I-10 travel lane, and cannot exceed 48' above that elevation (no code variations to this can be granted). Plans indicate site grade is 3' lower than I-10 travel lane elevation, and the 48' sign height is shown from site grade. Understood from general topography data lines on our mapping system the site is lower than I-10 grade and I-10 interchange has not changed since 1998 aerial to current. Provided 1985 ADOT plan does not show a clear understanding of actual elevation (i.e. 2,522 feet above sea level for example)-of I-10 travel lane to proceed with permit. To get solid data to move forward: A) show GPS coordinates with elevations at edge of the actual I-10 travel lane (not ramp, but I-10 freeway lane) AND at grade at sign base (you can work with our Site Review Inspector to conduct a joint survey of these points if desired) Note - a special inspection upon construction of the sign will be required to confirm height is within code. (will be added as a special inspection to the usual construction special inspections) 3) Structural plans / S.I. cert approved as of 5/5/21. Site was recently rezoned under C9-20-07 to C-2 commercial zoning (from R-1), without conditions related to signage. The site is along I-10 and the sign is to be within 250' of the I-10 right of way / west property line, and the site qualifies for one freeway sign, as shown in the proposal. The following items were called out for the permit record data, please: A) Please add I-10 interstate label to both site maps and call out nearest edge of travel lane (ie white line edge of the roadway). (acknowledged an off-ramp is shown) 2. Note that until the Development Plan is approved for this site, DP21-0029 (site /grading Raising Cane's) and DP 20-0189 (Ajo Marketplace) a detached sign permit cannot be issued. This review was done with that understanding, and with the understanding that the rezoning process had to be completed (2/23 Mayor & Council meeting with development plan then able to be resubmitted) prior to the resubmitted of the development plan for review. This review is based on the preface that the development package will prevail with approval in the future and the sign permit application should be aligned with the development goals of the site. 3. UDC 7A.6.5b. - freeway sign height is measured from the elevation of the adjacent edge of the I-10 travel lane, and cannot exceed 48' above that elevation. The plans indicate grade at the site is 3' lower than I-10 travel lane elevation, and that the 48' is shown from site grade. While photos are shown of the area that depict the site is lower than I-10 freeway exit lane, the specific grade elevations are not provided. Please provide information how the elevations at the site and the I-10 travel lane were obtained to determine the difference between them. (i.e. topographical map data, GPS data, grading plans, ADOT plans, survey, etc.) 4. Sign Area - 7A.10.2.c.2.c: A) Acknowledged the sign area table on the elevation view, thank you. The sign appears within the 360 sq.ft. area for a freeway sign. B) For clarity on elevation view, please dimension sign area for raised lettering "Ajo Center". C) Revise total sign area on the sign permit application to match total square footage on the elevation for the sign (type in the square footage and word "Ajo Center" in one of the columns. D) FYI -addressing does not count toward sign area and may be on the sign. 5. NEC 600 / OLC a) Provide notation for location of shut off switch ( for inspections) b) Provide notation for location of dedicated circuit and lock out (for inspections) c) Provide notation for location of timer (for inspections) d) Provide notation "power for sign shall be provided by others via separate building/electrical permit" (note, these are usually submitted with building plans) 6. Engineering for IBC: received / and calcs are under review for sufficient wind load calc for the support pipe sizes to be used, adequate footer diameter and depth. A) however, requires special inspections (on site welds, concrete, sign height, etc.) Please have Ron Schneider fill out this form, and seal it on the left side in part B - and return the form to us with the type of inspections required for the sign, and the name of the qualified special inspector appointed by him to perform each type of inspection.
