02/11/2021 | SIGN SITE REVIEW | Continued | RE: sign review For: wall / monument sign repair AT: 2601 S Houghton / CVS Sign permit: T21OT00088 Reviewer: H. Thrall Date: 2/10/21 Codes: Unified Development Code (UDC) Sign Standards 7A, National Electrical Code (NEC), Tucson Pima County Outdoor Lighting Code (OLC), and International Building Code (IBC) 2018. Enlarge font throughout the plan set to a minimum of 12 point. 1. UDC / Sign Standards: A: Provide overview plan of sign locations on an aerial photo with both dimensioned property lines and building footprints for evaluation of sign area. In scenic - sign area is based on building frontage, and for freestanding signs, site development frontage along scenic, arterial, or collector streets are used (not local). Sign Variance S-05-20, allowed a sign in the buffer, and a sign along Golf Links, a local street east of Houghton. Freestanding signs will remain. Change copy is permitted, as proposed. Not to exceed 35 sq.ft sign area in scenic district. See comments below. The total building/attached sign area, a 250 sq.ft. cap under present code, is greater than prior variance for this CVS (157 sqft.) Under current code, signs cannot face local streets, and a master sign program would be required for the building signs facing Golf Links, a local street east of Houghton Road, a Scenic Route. (As none are on the building at present to continue a nonconforming sign area, the total sign area facing Golf Links will be listed in the master sign program request.) B: Break down sign area of channel lettering and logos as follows: Dimension all logos separate Once logos are boxed, if more negative space is utilized within the box, count only the positive space toward sign area Dimension the body of the wording on the raised channel letters, descenders / ascenders do not need to be included per Sign Code Admin policy circa 2013, as they are not capitalized nor exaggerated (i.e. no elongated "p, h, or letter y" in pharmacy) Then adjust plans and application into actual utilized sign area, per above aspects. Should the cap of 250 square feet be reached, the additional sought sign area can be requested in the master sign program process (Via SDRC - applications sent to contractor). C. Provide a total sign area used for each building elevation. D. Any window sign or signs under 12 sqft in area are interior site signs and do not need to be included on the application unless they need to be evaluated for illumination. E: Freestanding sign: dimension the cabinetry (not to exceed 35 sqft in scenic district) Sign area for raised lettering is boxed for the Logo / CVS / pharmacy, as background same material/color as sign structure. The new zip track sign area is taken from the dimensions of the blue bar. Add the sum of the boxed lettering and the blue bar for total sign area. (List for each sign). If 35 square feet is exceeded, it would be listed as part of the master sign program. 2. NEC / OLC: A) Provide note next to each illuminated sign: maximum interior illumination color temperature 4400K (OLC) B) Provide note next to each illuminated sign: timer provided set to curfew of midnight or when the business closes, the later hour applies. (Again, energy management system discussed with contractor can further be discussed with building official.) C) List volts, amps, circuits for each sign D) List location of timer / circuit (i.e. in riser room in building ,etc.) (Energy management system information requested for discussion with building official.) 3. IBC: provide attachment note for monument zip track Further review comments may be forthcoming, depending upon responses provided. Please feel free to connect with the reviewer with any questions.
