08/16/2021 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH OCCUPANT WHO STATED SHE HAS BEEN TRYING TO CONTACT PROPERTY MANAGERS FORT LOWELL REALTY AND HAS LEFT MULTIPLE MESSAGES BUT NEVER RECEIVED A CALL BACK. OCCUPANT ALLOWED ENTRY AND SHOWED ME WHERE WATER WAS LEAKING FROM THE CEILING AT THE SHORT HALLWAY, FROM UNDER THE FURNACE IN THE FURNACE ROOM AND IN THE CLOSET AREA OF THE SOUTH BEDROOM. WATER HAD FILLED THE LIGHT IN THE HALLWAY AND INSPECTOR EMPTIED THE LIGHT FIXTURE, CHECKED LIGHT TO MAKE SURE IT WAS WORKING AND IT WAS. DRYWALL TO THE CEILING ALSO FELT DAMP. THE UNIT SMELLED MUSTY AND DAMP, HOWEVER OCCUPANT HAS KEPT THE UNIT VERY VERY CLEAN.
OCCUPANT INFORMED ME THAT SHE WAS A STAGE 4 CANCER PATIENT, DIAGNOSED 2-3 YRS AGO HAS DONE WELL THE PAST YEAR AND FELT WELL BUT HAS BEGAN GETTING SICK THE LAST COUPLE OF MONTHS SINCE THE LEAKING BEGAN. SHE STATED SHE HAS A ABDOMINAL COLLECTION BAG AT THE WAIST AREA AND BECAUSE SHE TRIPPED AND FELL ON THE WET TOWELS IN THE HALLWAY RESULTING IN HER BREAKING HER DENTURES, SHE HAS BEEN UNABLE TO CHEW HER FOOD WHICH EMPTIES INTO THE COLLECTION BAG AND NOW EMTIES INTO THE ABDOMINAL BAG AS WHOLE FOOD CHUNKS AND HAS HAD TO CHANGE DIET PER HER DOCTOR RESULTING IN HER LOSING MORE WEIGHT.
I MADE CONTACT WITH FORT LOWELL REALTY EXPLAINED THE SITUATION AND MAINTANENCE MANAGER STATED SHE WOULD SEND A MAINTANENCE PERSON OUT WITHIN 15 MINUTES. OCCUPANT ALSO INFORMED ME SHE WAS SECTION 8 AND FELT THAT SHE NEEDED TO GET OUT OF THIS UNIT AND BE PLACED ELSE WHERE, SHE ALSO STATED SHE HAS BEEN TO THE DOCTOR TO TRY TO GET PAPER WORK ASKING SHE BE REHOUSED. ONCE FORT LOWELL REALTY MAINTANENCE ARRIVED THEY CHECKED THE UNIT AND AGREED IT WAS LEAKING BUT NOT SURE FROM WHERE. MAINTANENCE ALSO CHECKED THE UNIT ABOVE AND STATED THE UNIT ABOVE WAS DRY AND FOUND NO OBVIOUS LEAKS. THE 2ND FLOOR UNITS ARE ALL POURED CONCRETE FLOORS SO I EXPLAINED IT COULD NOT BE A LEAK IN ANY OF THE KITCHEN OR BATH FIXTURES THAT IT MAY BE THE CHILLER SYSTEM. MAINTANENCE STATED THEY MAY HAVE TO OPEN UP THE HALL CEILING TO DETERMINE THE PROBLEM BUT THE OCCUPANT ASKED WE NOT OPEN UP THE CEILING THAT SHE SHOULD NOT BE BREATHING WHAT EVER MAY BE IN THE CEILING SUCH AS MOLD OR MILDEW.
I CONTACTED SECTION 8, I WAS EVENTUALLY CONTACTED BY A SECTION 8 SUPERVISOR WHO EXPLAINED WHAT WOULD NEED TO BE DONE SO THAT THEY COULD START THE PROCESS OF GETTING OCCUPANT A NEW VOUCHER THROUGH A EVICTION PROCESS SO THAT SHE COULD BEGIN THE PROCESS OF FINDING A NEW UNIT THROUGH SECTION 8.
A EMERGENCY ABATEMENT/ ORDER TO VACATE NOV WAS ISSUED TO THE OCCUPANT AND A "DO NOT ENTER, UNFIT TO OCCUPY" PLACARD WAS POSTED ON THE FRONT OF THE UNIT. OCCUPANT WAS GIVEN MY CONTACT INFORMATION IN CASE ANY PROBLEMS ARISE.
