07/02/2021 INSP - INITIAL CODE ENFORCMENT Approved PRIOR TO VISITING THE SITE, I CONTACTED THE OWNER WHO STATED HE HAS TRIED WORKING WITH THE OCCUPANT, SHE IS DIFFICULT TO WORK WITH AND ASKED WHEN I COMPLETED MY INSPECTION TO PLEASE CONTACT HIM AGAIN.
I VISITED THE PROPERTY, TRIED CALLING FIRST BUT RECEIVED NO ANSWER. I KNOCKED ON THE FRONT DOOR AND TRIED CALLING AGAIN, SHE DID COME TO THE DOOR AND STATED SHE WAS IN THE SHOWER. I MET WITH THE OCCUPANT WHO INFORMED ME THAT BECAUSE OF THE SEWER BACK UP SHE HAS PARASITES AND WENT ON ABOUT THAT ISSUE. I INFORMED HER THAT WAS NOT SOMETHING I COULD HELP HER WITH BUT THAT I NEEDED TO LOOK AT THE BACK UP. SHE STATED THE SINK, SHOWER, AND TOILET WERE ALL BACKING UP. I ASKED SHE TURN THE WATER ON TO THE SINK AND SHOWER AND LEFT IT ON FOR A WHILE, BOTH THE SINK AND THE SHOWER WERE DRAINING JUST FINE, SHE ARGUED THAT THEY BOTH FILL UP WITH SEWAGE, I EXPLAINED I COULD ONLY INSPECT AND NOTE WHAT I FIND. I DID CHECK THE TOILET, IT WAS BACKING UP. SHE ALSO STATED THAT THERE WAS WATER IN HER GAS LINES, SHE TOOK ME TO THE HOTWATER HEATER WHERE SHE SHOWED ME WATER LINES UNDER THE HOTWATER HEATER, I EXPLAINED THE WATER LINE WAS A FILL FOR THE HOTWATER HEATER AND SHOWED HER THE VALVE TO FILL THE TANK AND SHOWED HER THE GAS LINE THAT CAME INTO THE HOTWATER HEATER TO HEAT THE WATER. I WAS THEN ASKED TO CHECK THE ELECTRICAL SERVICE BOX, THE BOX WAS WIRED PROPERLY THERE WAS NO DBL LUGGING AND ALL KNOCK OUTS WERE IN PLACE, ALL BREAKERS THE SAME TYPE BUT I DID FIND A LOOSE BREAKER. SHE THEN SHOWED ME A HOLE FROM A OLD VENT PIPE THAT WAS COVERED INSIDE AND OUT, SHE ASKED IF THE HOLE COULD BE FILLED, I INFORMED HER THAT IF HE FILLED THE OUT SIDE, THE INSIDE WOULD NOT NEED TO BE FILLED. IT APPEARED A OLD VENT PIPE HAD BEEN REMOVED.
WHILE INSIDE I NOTICED THE MAJORITY OF THE OWNERS BELONGINGS HAD BEEN BOXED. WHEN I COMPLETED MY INSPECTION I CONTACTED THE OWNER AND INFORMED HIM OF MY FINDINGS. THE OWNER STATED THAT A PLUMBER WAS COMING OUT LATER IN THE AFTERNOON TO CHECK THE SEWER LINE. HE STATED HE WOULD REPLACE THE BREAKER AND FILL THE HOLE. HE ASKED IF THE HOLE NEEDE TO BE FILLED EVEN THOUGHIT WAS COVERED INSIDE AND OUT. THE OWNER THEN INFORMED ME THAT HE WAS SELLING THE HOUSE, ALREADY HAS A BUYER AND WAS WAITING FOR THE OCCUPANT TO GET MOVED OUT BUT BECAUSE SHE HAD GOTTEN SICK ALLOWED HER TO STAY UNTIL SHE WAS WELL. HE STATED SHE HAS OVER STAYED HER WELCOME AND FEELS SHE MAY HAVE MENTAL HEALTH ISSUES. OCCUPANT STATED SHE NEW THE OWNERS FAMILY, HE STATED THAT IS NOT TRUE. OCCUPANT ALSO HAD SOME INTERESTING CONVERSATINS WITH ME, THINKING HWR DAD MAY HAVE KNOW MINE AND POSSEBLE CONNECTIONS. I DID ASK THE OWNER IF HE WOULD TAKE CARE OF THE TOILET, BREAKER AD HOLE IN THE WALL. HE STATED HE WOULD.
