06/05/2021 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD CAPTAIN AND INVESTIGATORS. CAPTAIN STATED UNIT 138, UNIT 136 TO THE WEST AND UNITS 132 AND 134 BELOW HAD THE POWER TURNED OFF AND METERS BOOTED. GAS WAS TURNED OFF AS WELL AND RED CROSS CONTACTED FOR THE OCCUPANTS. INVESTIGATORS WERE STILL INSIDE THE UNIT IN THE HALL CLOSET ACROSS THE BATHROOM.
ENTERING THE UNIT FROM THE FRONT DOOR AND WALKING INTO THE LIVINGROOM AND EXTENDED LIVINGROOM AREAS I FOUND DRYWALL HAD RECEIVED HEAVY FIRE DAMAGE AND CEILING DRYWALL PARTIALLY REMOVED FROM THE CEILING EXPOSING THE TRUSSES AND OPEN ATTIC AREAS. THE ELECTRICAL WAS PARTIALLY FIRE DAMAGE AND LEFT EXPOSED. THE STOVE AND KITCHEN AREA, KITCHEN CABINETS WERE FIRE DAMAGED AND ELECTRICAL OUTLETS AND FIXTURES THRU OUT THE KITCHEN AND LIVING ROOM AREAS FIRE DAMAGED. CONTENTS IN BOTH AREAS WERE DAMAGED OR FIRE DAMAGED. WINDOWS BROKEN OUT AND DOORS DAMAGED. I THEN ENTERED THE S/E BEDROOM IT WAS COMPLETELY FIRE DAMAGED, ELECTRICAL SYSTEM FIRE DAMAGED. THE BATHROOM AND HALL AREA CLOSET ACROSS THE BATHROOM WERE BOTH HEAVILY FIRE DAMAGED AND ALL CONTENTS FIRE DAMAGED. ALL FLOORING WAS FIRE DAMAGED TO THE SUB FLOOR. UNIT IS A TOTAL LOSS
UNITS 136, 132 AND 134 WERE HEAVILY SMOKE DAMAGED AND WATER DAMAGED, POWER HAD BEEN TURNED OFF BY TFD AND METERS BOOTED BY TEP, RED CROSS WAS CONTACTED BY TFD TO HOUSE ALL OCCUPANT IN THE FIRE AFFECTED UNITS.
S/W GAS WAS ON SITE TO CHECK THE GAS, STATED THERE WERE ISSUES WITH THE GAS IN BUILDING #3 (16 UNITS TOTAL) AND BECAUSE IT IS A MASTER METER SYSTEM WOULD NEED TO INFORM THE CORPORATION COMMISION AND THEY WOULD SEE THE ISSUES BE ADDRESSED AND WOULD MEET INSPECTIONS BEFORE GAS IS TO BE RESTORED. S/W GAS COULD ONLY ESTIMATE HOW LONG THE GAS MAY BE OFF, A WEEK TO POSSIBLY 4 WEEKS DEPENDING ON HOW QUICKLY THEY NOTIFY THE COPORATION COMMISION AND HIRE A PLUMBER TO MAKE ALL CORRECTIONS TO THE SYSTEM. INSPECTOR AND MAINTANENCE PERSON WERE INFORMED BY RED CROSS THAT BECAUSE THE UNITS HAD AIR CONDITIONING AND ELECTRICAL AND ONLY LACKED HOT WATER AND COOKING ON THE STOVE THAT THEY WOULD NOT HOUSE THE OCCUPANTS FOR LACK OF GAS ALTHOUGH 2 EXCEPTIONS WERE MADE WITH THOSE FAMILIES WITH CHILDREN. C/E WENT UNIT BY UNIT TO INFORM OCCUPANTS THAT THEY WOULLD NOT HAVE GAS, THAT THEY NEEDED TO GET WITH MANAGEMENT CONCERNING LEASES REIMBURSEMENT AND OTHER OPTIONS. I DID SPEAK WITH REGIONAL MANAGERS WHO WERE WORKING ON GETTING OCCUPANTS HOT PLATES AND OTHER COOKING ITEMS.
NOV WAS ISSUED EMERGENCY VACATE AND PERMITS REQUIRED FOR UNIT 138. A 2ND NOV NOV WAS ISSUED FOR GAS PERMITS REQUIRED AND CORPORATION COMMISION TO BE NOTIFIED TO REPAIR ANY ISSUES WITH THE GAS PER THE CORPORATION COMMISION. NOV INCLUDED THE CLEANING AND SANITIZING OF UNITS 132, 134 AND 136 AND PATCHING OF ANY DRYWALL. THERE WAS NOBODY ON THE PROPERTY TO SIGN FOR THE NOV'S AND THEY WERE DROPPED IN THE MAIL SLOT AT THE OFFICE.
