05/21/2021 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD CAPTAIN, WHO INFORMED ME THE OWNER WAS BING TAKEN TO BANNER HOSPITAL FOR SMOKE INHALATION AND THIS MAY BE CONSIDERED A HOARDING SITUATION, OWNER IS AN ARTIST, HAD A ART SHOP BUT HAD TO CLOSE THE SHOP AND BROUGHT ALL THE ART SHOP BELONGINGS TO THE HOUSE. TFD STATED THAT THEY HAD TO VENT THE ROOF IN THREE DIFFERENT AREA BECAUSE OF THE AMOUNT OF DEBRIS OR BELONGINGS INSIDETHE HOUSE THAT MADE IT DIFFICULT TO MANUEVER BUT ALSO THE AMOUNT OF SMOKE INSIDE THE HOUSE MAKING IT VERY DIFFICULT TO SEE. TPD INVESTIGATORS ARRIVED LATE DUE TO A BUSY NIGHT.
I SPOKE TO SEVERAL OF THE NEIGHBORS, ONE WHO WOULD BE HOUSING THE OWNER WHEN SHE RETURNED TO THE PROPERTY, THIS NEIGHBOR LIVES NEXT DOOR. I MET WITH THE HOA VICE PRESIDENT WHO HAD CONCERNS OF THE AMOUNT OF BELONGINGS INSIDE, I INFORMED THEM THAT IT WAS VERY DIFFICULT TO SEE THE REAL AMOUNT OF DAMAGE BECAUSE OF THE AMOUNT OF FIRE DAMAGED PERSONAL BELONGINGS THRU OUT THE HOUSE THAT WERE NOW JUST UP AGAINST EVERY PART OF THE WALLS OF THE HOUSE. BUT FOR NOW THE OWNER WILL BE TAKEN CARE OF BY GOOD FRIENDS AND NEIGHBORS.
I ENTERED THE HOUSE FROM THE TWO CAR GARAGE, THERE WAS ENOUGH ROOM TO PARK A CAR, BUT EVERY INCH OF SPACE WAS TAKEN UP BY OTHER PERSONAL BELONGINGS, SHELVING AND PLASTIC BOXES AND CRATES, MANUEVERING WAS VERY DIFFICULT. I THEN WALKED INTO THE HOUSE FROM THE BACK DOOR FROM THE GARAGE INTO A HALLWAY AND LAUNDRY ROOM TO THE LEFT THERE WAS A HOLE IN THE CELING IN THE AREA THAT EXPOSED THE ATTICK AREA, THE LPI RAFTERS WERE NOT BURNED BUT ALL ELECTRICAL WAS LEFT EXPOSED. THE ENTIRE HOUSE WAS DIFFICULT TO MANUEVER BECAUSE OF THE AMOUNT OF FIRE DAMAGED BELONGINGS UP AGAINST THE WALLS AND WALL SHELVES EVERYWHERE AND ABOVE DOORWAYS BUT NOW ON THE FIRE DAMAGED ITEMS WERE NOW COVERING THE FLOORS AND HAD TO BE WALKED OVER. THE HALLWAY TO THE TWO BEDROOMS HAD FIRE DAMAGED DRYWALL CELINGS AND WALLS OR VERY HEAVY SMOKE DAMAGE. OUTLETS ANYWHERE WERE DIFFICULT TO FIND BUT OUTLETS, SWITCHES, FIXTURES AND WIRING HAD TO BE FIRE DAMAGED AND CEILING WIRING EXPOSED. THE LIVING ROOM, KITCHEN AND DININGROOM WERE MUCH OF THE SAME. THE HOUSE CERTAINLY WAS NOT LIVABLE AND THE ELECTRICAL SERVICE HAD BEEN TURNED OFF AND THE METER BOOTED. I DID NOT SEE S/W GAS AND TFD DID NOT HAVE A GOOD INDICATION IF THE HOUSE HAD GAS OR IF EVERYTHING WAS ELECTRIC BUT ESPECIALLY WHAT S/W GAS HAD DONE. THERE WERE TWO WINDOWS THAT WERE DAMAGED BUT SECURED BY ARCADIAN BOARD UP. THE GARAGE DOOR WAS PULLED DOWN AND LOCKED. ALL WINDOWS WRE CLOSED AND LATCHED. TFD INVESTIGATORS WERE STILL INSIDE WHEN I EXITED THE STRUCTURE, THEY SAID THEY WOULD BE RESPONSIBLE FOR LOCKING THE FRONT DOOR. A NOV WAS ISSUED AND POSTED ON THE FRONT WINDOW WITH A "DO NOT ENTER" PLACARD. THE NEIGHBOR AND HOA VICE PRESIDENT WERE GIVEN MY BUSINESS CARD IN CASE ANYTHING CAME UP. C/E HAS NO OTHER ISSUES. COMPLIANCE / CLOSE CASE.
