I DROVE OVER TO THE APT COMPLEX ASKED MANAGER TO FOLLOW ME. KNOCKED ON THE DOOR AND THE OCCUPANTS GIRLFRIEND ANSWERED THE DOOR. SHE STATED THAT THEY HAVE BEEN WORKING WITH THE EVICTION ASSISTANCE PROGRAM, HAD SENT THEM THE ENROLLMENT PAPERWORK AND HAD JUST RECEIVED A EMAIL FROM THE PROGRAM SAYING THEY DID QUALIFY FOR ASSISTANCE AND WERE GIVEN A CASE NUMBER AND PAPERWORK WOULD BE SENT TO THEM. EMAIL STATED WOULD PAY FOR BACK RENT UP TO 3 MONTHS RENT MOVING FORWARD. MANAGER ASKED THAT THEY FORWARD THE EMAIL TO MANAGEMENT. I EXPLAINED TO THE OCCUPANT THAT THIS HAD NOTHING TO DO WITH MY INSPECTION OF HAVING NO POWER. I STATED THAT SHE AND HER BOYFRIEND WOULD NEED TO GET POWER TURNED BACK ON BUT AT THIS TIME I WOULD BE ISSUING A NOTICE OF VIOLATION FOR EMERGENCY VACATE DUE TO LACK OF POWER. I EXPLAINED THEY WOULD NOT BE ABLE TO BE INSIDE THE UNIT EXCEPT TO REMOVE NEEDED ITEMS. OCCUPANT EXPLAINED THAT SHE NEEDED TO GET TO A INTERVUE AT THIS TIME AND WOULD NEED TO COME BACK AND GET THEIR BELONGING AND INFORM HER BOYFRIEND WHO WAS ALREADY AT WORK. I EXPLAINED SHE WOULD NEED TO MAKE ARRANGEMENTS WITH MANAGEMENT WHEN SHE WAS ON SITE TO ENTER THE UNIT. I EXPLAINED TO MANAGEMENT THAT THEY WOULD NEED TO PUT NEW LOCKS ON THE DOOR AS OCCUPANTS HAD ENSTALLED NEW LOCKS AND MANAGEMENT HAD NO KEY. NOV WAS ISSUED AND SIGNED FOR BY OCCUPANT. I ALSO EXPLAINED THAT IF FOUND ON THE PREMISES TPD MAY BE NOTIFIED ANDTHEY COULD BE ARRESTED. MANAGEMENT WAS INFORMED IT WAS THEIR RESPONSIBILITY TO MANAGE THE UNIT AND GET NEW KNOB AND DEAD BOLT INSTALLED ASAP. A "DO NOT ENTER, UNFIT TO OCCUPY PLACARD WAS POSTED ON THE FRONT WINDOW, OWNER AND MANAGER RECEIVED COPIES OF THE NOV.
