04/11/2021 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD INVESTIGATORS WHO WERE ALREADY EXITING THE SCENE WHEN I ARRIVED, THEY GAVE ME WHAT APTS HAD BEEN AFFECTED AND THE NAME OF THE PERSON IN THE FIRE DAMAGED UNIT BUT STATED HE WAS NOT AT THE PROPERTY THAT HE HAD GONE TO THE STORE BUT WOULD BE RIGHT BACK. I BEGAN CALLING THE PROPERTY MANAGEMENT COMPANY (REAL PROPERTY MANAGEMENT/ RINCON) CALLED 4 NUMBERS I HAD FOR THEM BUT NO ONE TOOK MY CALL AND MESSAGES WERE LEFT AT EACH CONTACT NUMBER.
I ENTERED THE FIRE DAMAGED UNIT AT THE LIVING ROOM AREA,OFF THE LIVING ROOM WAS A HALL STRAIGHT BACK TO THE SINGLE BEDROOM, ON THE LEFT SIDE OF THE HALL WAS A KITCHEN AND THE BATHROOM, ON THE RIGHT SIDE WAS THE HOTWATER HEATER CLOSET THAT ALSO HAD A SINK INSIDE THE ROOM. THE BEDROOM WAS A TOTAL LOSS, NO DRYWALL LEFT ON THE WALLS OR CEILING, ALL WIRING WAS LEFT EXPOSED AND ALL CONTENTS WERE BURNED, REAR WINDOW BLOWN OUT BY THE FIRE. THE LIVING ROOM, KITCHEN, AND BATHROOM ALL HAD SOME FIRE DAMAGE AND VERY VERY HEAVY SMOKE DAMAGE, ALL OUTLETS AND FIXTURES WERE MELTED OR FIRE DAMAGED. THE HOTWATER HEATER ROOM/ SINK RECEIVED HEAVY SMOKE DAMAGE, DOOR WAS BURNED. POWER WAS TURNED OFF AT THE METER BY TFD.
OCCUPANT IN 207 AND 209 RECEIVED MINOR WATER DAMAGE BUT THE PERSON IN 209 STATED THE MAINTANENCE PERSON WAS ON SITE, AND TOOK ME OVER TO THAT PERSON. THE MAINTANENCE PERSON WAS ONSITE, I SPOKE TO HIM BRIEFLY AND HE INFORMED ME THAT THE APT COMPLEX RECENTLY CHANGED HANDS AND HE WAS NOT SURE IF HE WAS GOING TO BE RETAINED AS THE MAINTANENCE PERSON. NO ONE FROM THE PROPERTY MANAGEMENT HAS SPOKEN AT LENGTH TO HIM ABOUT THE JOB. HE STATED THAT HE HAS MADE CALLS TO THE MANAGER AND LIKE ME HAS LEFT MESSAGES AND NOBODY TOOK HIS CALLS. I EXPLAINED THE MINOR WATER DAMAGE IN THE UNITS ON EITHER SIDE, HE STATED HE WOULD NEED TO PICK UP HIS EQUIPMENT AND WOULD RETURN WITH SHOP VAC AND FANS, BUT STATED HE FELT HE DID NOT HAVE THE AUTHORITY AT THIS TIME TO CALL FOR FOR A WATER EXTRACTION COMPANY. HE DID PICK UP EQUIPMENT AND RETURNED TO BEGIN REMOVING THE WATER STARTING WITH 209 AND THEN BEFORE I LEFT WAS IN 208. THE PERSON IN 109 STATED HE HAD QUITE A BIT OF WATER, WAS PACKING BECAUSE HE WAS IN THE PROCESS OF MOVING OUT BUT BECAUSE OF THE LACK OF FOLLOW UP BY THE NEW PROPERTY MANAGERS DECIDED TO MOVE, HE HAS ALREADY FOUND A NEW COMPLEX AND HAS DECIDE TO PACK UP HIS REMAINING BELONGINGS AND MOVING HIS BELONGINGS TOMORROW. OCCUPANT LEFT MESSAGES FOR THE MANAGEMENT ABOUT THE FIRE AND THAT HE WAS MOVING OUT, AND THAT HIS UNIT HAS WATER DAMAGE. NOBODY ANSWERED THE DOOR AT 108 SO I WAS UNABLE TO INSPECT THE UNIT.
UNIT 208 WAS SECURED BY BOARD UP, BOTH THE FRONT DOOR AND FRONT WINDOW WERE SECURED. NOV WAS ISSUED AND POSTED ALONG WITH THE PLACARD "DO NOT ENTER, UNFIT TO OCCUPY" THERE WAS NO RESPONSIBLE PERSON ON SITE TO SGN FOR THE PAPERWORK AND THAT INFO WAS WRITTEN ON THE NOV.
PERSON IN FIRE DAMAGED UNIT 208 NEVER RETURNED TO THE PROPERTY. TFD DID MAKE CONTACT WITH THAT PERSON. NEIGHBORING UNITS INFORMED ME THAT IT WAS ALWAYS LOUD AND IT SOUNDED LIKE THE OCCUPANT WAS REMODELING THE UNIT. PERSON IN 207 FELT THAT THE PERSON WOULD NOT RETURN AT ALL.
