04/05/2021 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, THERE WERE 2 APT BUILDINGS, BOTH THE SAME BLUE COLOR BUT WITH DIFFERENT ADDRESS, 3655 AND 3703. BOTH COMPLEXES SHARE THE SAME PROPERTY MANAGEMENT, OFFICE SPACE, MANAGERS AND MAINTANENCE. I MET WITH MANAGER AND EXPLAINED THE ISSUE, ASKED IF UNIT #23 HAD WATER, THEY SAID THE WATER WAS JUST FIXED THIS MORNING APPROX 1/2 HOUR BEFORE I ARRIVED. I WENT BACK TO MY TRUCK CALLED THE OCCUPANT AND ASKED IF HIS WATER HAD BEEN FIXED, HE SAID THAT WHEN HE LEFT FOR WORK THIS MORNING HE STILL HAD NO WATER. OCCUPANT STATED HE WAS WORKING BUT ASKED IF I COULD WAIT UNTIL HE GOT HERE. I DECIDED TO WAIT AND WHILE WAITING I FOUND BOTH BUILDINGS HAD A UNIT #23 AND UNIT #7 HAD RECENTLY BEEN CONDEMNED BY RICK MENDOZA BECAUSE OF PLUMBING ISSUES. ABOVE UNIT 7 WAS UNIT #23. THE OCCUPANT TOOK LONGER THAN EXPECTED TO GET THERE AND WHEN HE ARRIVED ALLOWED ME INTO HIS UNIT. UNIT WAS VERY, VERY CLEAN AND I SAW NO WATER ISSUES BUT THE OCCUPANT EXPLAINED THAT WHEN THE UNIT BELOW WAS CONDEMNED BECAUSE WATER WAS RUNNING FROM THE CEILING INTO THE UNIT BELOW, BOTH UNITS HAD WATER SHUT OFF. OCCUPANT STATED HE MADE TWO CALLS TO THE MANAGEMENT STATED HE HAD NO WATER SINCE 4/02/2021. WE WENT BACK TO THE MANAGERS OFFICE EXPLAINED THE WATER WAS STILL OFF AT UNIT #23 AND THE MANAGER STATED "OH, WE THOUGHT YOU MENT #23 AT THE 3655 COMPLEX". OCCUPANT SAVED THE MESSAGES ON HIS PHONE MADE TO MANAGEMENT FOR NO WATER, AND MANAGER SAID IT WAS A SIMPLE MISTAKE THEY WOULD HAVE THE MAINTANENCE GET BACK OVER AND GET THE WATER TURNED BACK ON, BUT IT WOULD BE AN HOUR BE FOR THAT COULD GET DONE. I TOLD THE MANAGER THAT I WOULD BE BACK IN A HOUR PLUS TO MAKE SURE THEY HAD PLENTY OF TIME TO TURN THE WATER BACK ON. AS I WAS LEAVING THE COMPLEX I FOUND TO SHUT OFF VALVES, ONE FOR UNIT 7 AND ONE FOR UNIT 23, BOTH WERE TURNED IN THE OFF POSITION. WHEN LEAVING I THOUGHT IT WOULD SEEM TO BE A EASY FIX.
WHEN I RETUNED I FOUND THE MAINTANENCE GUYS NEAR THE OFFICE, I ASKED IF THEY WERE ABLE TO RESTORE WATER To UNIT 23. THEY STATED THEY WERE NOT ABLE TO TURN THE WATER BACK ON BECAUSE IF THEY DID UNIT 7 WOULD START LEAKING AGAIN. THEY STATED THERE MUST BE A DAMAGED WATER LINE FOR UNIT #23 CAUSING THE WATER TO LEAK INTO UIT #7. OCCUPANT IN UNIT #7 ARRIVED ONSITE AND STATED SHE WAS HAPPY TO HAVE HER UNIT CONDEMNED AND THAT SHE WAS MOVING HER BELONGINGS AND GETTING OUT, SHE LEFT TO GO GET HER KEYS FOR THE UNIT AND I WENT AHEAD AND AND ISSUED A NOV FOR THE MANGER TO FIX THE LEAK AND TO PLACE THE OCCUPANT EITHER IN A EMPTY UNIT OR PUT HIM UP IN A HOTEL. THE MANAGERS TOOK THE nOV INSIDE THE OFFICE DID NOT RETURN THE NOV FOR 30 MINUTES AND GAVE IT BACK TO ME STATING THEY DID NOT AGREE OR CONFIRM THE REQUEST OF THE ABOVE DEMAND. SO I DECIDED TO CONDEMN UNIT #23 EXPLAINED THAT THE OCCUPANT WOULD NOW HAVE A CASE AGAINST THE MANAGEMENT COMPANY IF THEY DID NOT PLACE HIM AND LEFT HIM WITHOUT WATER. I GAVE A COPY OF THE NOV TO THE MANAGER AFTER POSTING THE "DO NOT ENTER UNFIT TO OCCUPY" PLACARD ON THE WINDOW WITH THE NOV. I THEN CINACTED THE OCCUPANT AND INFORMED HIM OF WHAT HAD TAKEN PLACE, I TLOD THE OCCUPANT HE WOULD BE ALLOWED TO GO INSIDE HE UNIT TO GET ANY NECESSITIES BUT HE SHOULD NOT STAY INSIDE THE UNIT.
I THEN TRIED TO FIND A RESPONSIBLE PERSON AT THE ADRESS GIVEN ON THE PEOPLE PAGE FOR SB PROPERTIES AT 6430 N CAMPBELL AVE. BUT FOUND NO 6430, DID FIND 6420 AND 6440 N CAMPBELL. LOOKED UP ADDRESS IN TUCSON MAPS, THE PIN SHOWED 6430 IN THE MIDDLE OF CAMPBELL AV, NO PARCEL JUST THE STREET. GAVE UP LOOKING FOR THE TIME.
