02/22/2021 INSP - FOLLOW UP CODE ENFORCE Approved RECEIVED CALL FROM THE OWNER THAT THE LARGE PIECES OF CONCRETE HAD BEEN REMOVED. I MET WITH THE OWNER AND THE PERSON MAKING THE COMPLAINT WHOSE HOUSE CONTINUES TO GET FLOODED OUT. I HAD CHECKED THE AREA BETWEEN LA CHOLLA WEST TO FICKETT (ONE BLK) AND SAN MARCOS TO SAN JUAN. THERE HAS BEEN LOTS RAISED AND HOUSES ADDED, THERE HAVE WALLS BUILT TO DIVERT THE WATER FLOW, POSSIBLY WASHES THAT HAVE BEEN FILLED IN, I WAS TOLD SAN MARCOS WAS RAISED BY THE CITY 12, FT APPROX, FICKETT NOW DROPS 10 FT INTO A WASH AREA, THERE ARE TWO SMALL WASHES THAT DUMP INTO FICKETT, AND ALL THE WATER FROM SAN JUAN DUMPS INTO FICKETT AS WELL. THE PROPERTY SOUTH OF THE COMPLAINTS IS ELEVATED AND ALL SLOPES TOWARDS THE COMPLAINTANTS HOUSE/ PROPERTY. I EXPLAINED THIS TO THE OWNERS, WAS VERY HONEST AND TOLD THEM BECAUSE OF ALL THE CHANGES MADE BY PROPERTY OWNERS, THE WASHES, AND THE CHANGES BY THE CITY TO SAN MARCOS THAT EVERY WATER COURSE RUNS THRU HIS PROPERTY AND THIS WAS A MUCH BIGGER ISSUE THAT CANNOT BE CORRECTED BY CODE ENFORCEMENT AND THAT TRANSPORTATION MAY NEED TO BE CONTACTED FOR SUCH MAJOR CHANGES IF CHANGES ARE TO BE MADE.
I DID CONTACT MY SUPERVISOR MARTIN ROMERO AND EXPLAINED THE SITUATION, ALL THE CHANGES TO PROPERTIES TO DIVERT WATER, CHANGES TO SAN MARCOS BY THE CITY, FILLED IN WASHES, AND ALL WATER COURSES RUNNING THRU THIS PROPERTY LOCATED AT 2121 W SAN MARCOS. MARTIN AGREED THAT THIS MAY BE BEYOND OUR SCOPE OF WORK AND THAT WE WILL NEED TO CONTACT TRANSPORTATION AND WASHES. DID LEAVE A MESSAGE WITH DAVE ROBERTS PER MARTIN ROMERO
