| 01/14/2022 | STORMWATER FINAL INSPECTION | Partial Approval | BELOW IS THE LIST OF CONDITIONS THAT HAVE BEEN PROVIDED TO CLAYTON TREVILLYAN BY THE CITY OF TUCSON TRANSPORTATION DEPARTMENT. FOLLOWING THAT LIST IS THE COMMENTS BY ME AFTER I PERFORMED AN INSPECTION OF THE SITE ON 12/30/2021 FOR THIS SAME PERMIT/INSPECTION. 1) The owner shall be responsible for the operation, maintenance, and liability of the fence and its ability to convey stormwater drainage through it consistent with local, state and federal stormwater management regulations, law, and requirements. 2) The owner shall have an Arizona Licensed and Registered Civil Engineer prepare a certified inspection report annually which is available for review by city staff upon written request. 3) The City may periodically inspect the site to ensure that the scheduled and unscheduled maintenance activities are being performed adequately. 4) The owners shall indemnify and reimburse the City for any and all costs associated with the opening of the gate and maintenance of the fence openings should the City find the owners deficient in their obligation to complete the requirements stated herein. 5) Failure to abide by these conditions and to maintain the fence line free from vegetation, sediment, and debris as described herein may result in removal of the fence and gates in their entirety. 6) The owner shall be responsible for maintaining an unobstructed positively draining wash flow line through their property. OPERATIONAL REQUIREMENT The gates must remain open during any forecasted rain event. MAINTENACE REQUIREMENT The fence line and the wash (within the gate section) shall be maintained by removing all sediment and debris. The fence line must be free of vegetation, debris, and no more than 4-inches of sediment buildup. As an alternative to keeping the gates open, the owners may remove the entire lower flap assembly to free flow of water and debris IT APPEARS THAT THE PROPERTY OWNER AND CONTRACTOR HAVE MET THE THE CONDITIONS THAT HAVE BEEN PROVIDED TO ME AS NOTED ABOVE, BUT THESE CONDITIONS ARE CONDITIONAL AND WILL NEED TO BE MAINTAINED. THERE APPEARS TO NOT BE ANY CONSTRUCTION PLANS PROVIDED WITHIN OUR PROPERTY RESEARCH ONLINE SYSTEM THAT SHOWS HOW THE GATES WERE TO BE CONSTRUCTED. ALSO NO SURVEY ELEVATIONS NOTING THE EXISTING CONDITIONS/ELEVATIONS AND THE FINISH ELEVATIONS OF THE WASH BOTTOM OR THE GATES, AND THE SURROUNDING AREAS. WITHOUT THIS DOCUMENTATION I AM HAVING TO RELY ON THE FIELD CONDITIONS THAT I SAW DURING MY SITE VISIT ON 12/30/2021. FOLLOWING ARE THE NOTES THAT I POPSTED ON 12/30/2021, MY FIRST VISIT TO THIS SITE IN 2 TO 3 YEARS. MET WITH RICK WHO IS WITH KCR DEVELOPMENT LLC, THE CONTRACTOR FOR THIS SITE. WE LOOKED AT THE SITE, THE PLANS, AND I TOOK SOME PICTURES OF THE WORK THAT HAS BEEN COMPLETED AT THIS TIME. IT APPEARS THAT THE WIDTH(18") OF ROCK RIP RAP HAS BEEN INSTALLED WITH FILTER FABRIC PER THE APPROVED PLANS THAT HAVE BEEN PROVIDED, BUT THE DEPTH OF THE MATERIAL CANNOT BE VERIFIED BY ME AT THIS TIME. THE CONTRACTOR HAS ADVISED ME THAT THE WORK WAS INSPECTED DURING THE INSTALLATION BY THE STORMWATER SECTION IN TRANSPORTATION, THIS HAS NOT BEEN VERIFIED. WHEN I CONTACTED THE STORMWATER SECTION IN THE TRANSPORTATION DEPARTMENT THEY ADVISED ME THAT THEY DID NOT SEE THE SITE DURING CONSTRUCTION, THEY WERE THERE BEFORE AND AFTER THE WORK WAS COMPLETED. I HAVE ASKED RICK TO PROVIDE THE INFORMATION TO ME THAT WE LOOKED AT ON 12/30/2021. RICK HAS PROVIDED DOCUMENTATION FROM A REGISTERED PROFESSIONAL ENGINEER (CHRISTOPHER B. ROD) FOR THE CONSTRUCTION CERTIFICATION DATED AND STAMPED ON 12/14/2021, BUT THERE DOES NOT APPEAR TO BE ANY CONSTRUCTION DRAWINGS FOR THE GATE AND THE WASH. THE WORK FOR THIS PERMIT AND OTHER PERMITS HAS NEVER BEEN CALLED IN FOR ENGINEERING OR STORMWATER INSPECTIONS DURING THE TIME OF CONSTRUCTION. I HAVE ASKED MR. CAMPBELL TO PROVIDE ME AND THE ENGINEERING REVIEWERS COPIES OF THE DOCUMENTATION THAT IS REQUIRED FOR THE APPROVAL OF THE PERMITS. |
