As such, review of the proposal is required by the Sign Design Review Committee (SDRC). During CoVID19 safety protocols, SDRC review is done via design professional, as permitted per UDC 2.2.12.I. 2) As the development is part of the Infill Incentive District (IID) and the proposed sign structure and paneling was not reviewed prior, an IID minor review is required for the proposal - PRIOR to SDRC review. (Architect is aware.) 3) Location - Signage is shown extending aerially over west property line into the city's right of way off 5th Ave. An aerial easement is applicable for sign location via the temporary revocable easement (TRE) process (should IID and SDRC approve their process review requests). 4) Sign area: A) Total sign area is the full size of the color panel at 3.08 x 23 = 70.84 (central panel, flanked by black panels at 2 x 18.33 with lettering). The lettered panels are on each side of the illuminated color panel. Note - If the feature is not contained on private property, an aerial easement would have to be applied for and approved under the temporary revocable easement (TRE) process (should SDRC approve the request). 4) Sign area: A) provide every dimension on the plans in decimal feet, not inches B) Total sign area is unclear - until side elevation view provided showing position of color panel. Note that further comments may be forthcoming. C) At minimum, the sign area is the black panel - revise plan. 5) National Electrical Code (NEC 600) & Outdoor Lighting Code (OLC) A) Lighting - for wording on black panel - provide clear cover over cut out letters to be considered internally illuminated sign with 4400k color temp allowance, otherwise, reduces to 3500k. B) Unclear how lighting mechanism is aimed / related to art panel - note that no uplighting is permitted per OLC, 501.1. Only full cut off shield lighting (aim down) permitted. Provide clearly labeled (enlarged) diagram showing light fixture and position/angle, and bulb / lamp, |
