Thrall 2nd review Date: 7/9/2020 Codes: Unified Development Code (UDC) Article 7A, Sign Standards, National Electrical Code (NEC) 600, Tucson-Pima County Outdoor Lighting Code (OLC), and International Building Code (IBC) 2018. Proposal: new freestanding sign (with digital message center component) Status: sign is allowed, provide the following revisions to the plan documents for permitting 1. Low-profile sign type - sign standards criteria: a) Dimension the 2' tall base that runs the full length under the digital sign face (this is a required component to qualify as a low-profile base area, to provide that 2' tall solid base.) Base on revised drawing is now only 1.83' tall. 2. National Electrical Code (NEC 600) provide: a) (**At inspection** - clarify where power is to originate from on this site to this sign, and where breaker/lock out provided.) Please send revisions to Heather.Thrall@tucsonaz.gov
07/01/2020 COT - ENGR - Signage Final Hthrall Continued Entered by HTHRALL1 - RE: sign permit review / new freestanding sign with digital message center For: Ameripark RV Storage At: 6455 S Wilmot Rd Sign permit: T20OT00446 Reviewer: H. Thrall Date: 7/1/2020 Codes: Unified Development Code (UDC) Article 7A, Sign Standards, National Electrical Code (NEC) 600, Tucson-Pima County Outdoor Lighting Code (OLC), and International Building Code (IBC) 2018. Proposal: new freestanding sign (with digital message center component) Status: sign is allowed, provide the following revisions to the plan documents for permitting 1. Exclude addressing from the sign area on the plans and on the application 2. On the application: a) List sign area based on the top of sign cabinet measured to the bottom of the digital message center. List this sign area in decimal feet (not in feet/inches). b) List the setback as 16.5' c) List the sign type as "LP" (low-profile freestanding sign) d) List the sign copy as "Ameripark / Digital message center" e) Please clarify if Gamble Electric's license is to be used for the permit. If so, please provide an email from them authorizing the permit to be issued to Bluemedia. (If Bluemedia simply needs a city business license for this permit, please call 520-791-4566 for assistance.) 3. For review purposes - based on 8' height and only a 16.5' setback from Wilmot curb, this sign is classified as a "low-profile freestanding sign" type, which is allowed at this site at the height and setbacks shown (no taller, no closer than 16' and outside of sight visibility triangles). On the plan set: a) Remove all references through out the plan set for a "monument" sign type b) Label the plan set as a "low-profile freestanding sign" c) Add Note the "maximum sign height is 8 feet, as measured from the average of the grade points taken within 5' radius of the sign" (double check the grade at the sign base is not varied greatly in slope or you will have an issue here…!) d) Dimension the 2' tall base that runs the full length under the digital sign face (this is a required component to qualify as a low-profile base area, to provide that 2' tall solid base.) e) Exclude addressing from sign area on plan set (it's ok for address to be on low-profile base) f) Show sign area as measured from top of cabinet to bottom of digital message center face. g) Show all dimensions in decimal feet, not feet/inches (i.e. 2.5' and 40.81 sq.ft., etc.) h) ID property line i) ID the curb of Wilmot and curb of Littletown (where the edges of the closest sight visibility triangles are shown on the site plan) j) Provide setback from Littletown curb to sign (is this the number in blue/yellow?) k) Add note "sign not located within any easements, blue stake to be conducted" l) Dimension distance from east edge of sign structure to the edge of closest pavement (maintain 2' clearance, per UDC 7.4.6.2.b) 4. National Electrical Code (NEC 600) provide: a) Show shut off switch location for the sign b) Is the digital message center on the same dedicated circuit as the static LED cabinet? c) Provide volts, amps for the top static LED cabinet d) Provide note that "separate electrical permit required for service to the sign, obtained by others" (let me know if you need help with this, but Gamble can submit online for it) e) Show where power is to originate from on this site to this sign, and where breaker/lock out provided. 5. Outdoor Lighting Code: a) Provide note " maximum color temperature of static LED sign shall not exceed 4400k" b) Provide note "digital message center shall dim to 200 NITS maximum light brightness from sunset to midnight curfew" c) Provide note as to method of dimming, i.e. photocell - and call out location of it on the sign d) Provide a timer for the sign to shut off at midnight (OLC Ch. 4.) e) Sign Standards - Provide note " maximum rate of change of message is 1 x per minute, and without any form of animation or transition" (UDC 7A.6.4.C) 6. International Building Code (IBC) 2018: a) Acknowledged, no engineered plans required for review of footer and pole for this size of freestanding sign (under 80 sqft surface area) b) Provide diagram with attachment of support pole to sign cabinet structure at top and bottom of cabinetry (i.e. typical saddle and bolts, with bolt sizes/typical number) c) Provide detail / notes - sign faces - including digital - are removable/slide ins? Or is there a SAG rod in digital cabinet support system? (Seems this cabinet is to be more sturdy than top, given the type of sign going into this structural component.) d) Provide note "no field welding to be done" Please send revisions to Heather.Thrall@tucsonaz.gov
