1. UDC 7A.11.3 - site is within the Scenic Corridor Zone District, as it is located along Houghton Road. Houghton Road is designated as a Scenic Corridor on the city's Major Streets and Routes Map.

2. UDC 7A.11.3 - Sign Standards:
A) *Houghton road property line frontage dimension is less than 850', with one (1) existing freestanding sign at the corner of Houghton and Rita. That sign counts towards both street fronts, thus, the variation to add a second monument sign along Houghton Road frontage will be added to the application (7A.11.3.E.3.a. maximum number of signs per premises, scenic route)

B) sign is at full 10' height and shown this submittal within right of way - in front of scenic buffer. The minimum setback required for a freestanding sign is 7.5' behind scenic buffer / property line. The sign may be 1' closer to that property line for each 1' dropped in height. *code variation required to not meet scenic route setback*, and
C) code variation * for sign at full 10' height not meeting 7.5' minimum setback from start of buffer / property line*

D) sign area is shown at 50 square feet, - *code variation required to exceed maximum sign area of 35 square feet for a freestanding sign within - or in front of - the scenic buffer*

E) show night view to indicate light shall be emitted just through letters / logos on scenic route signs (revised plan shows light strip along design element, revise to remove the lighting in that area, as the code indicates "shall" cannot be varied. Zoning Administrator consulted, she concurred the code does not permit this section to be varied. Please remove the accent lighting and provide night view of the lettering.)

3 TDOT engineering has marked location of future property line at 36' back from new curb. Sign would be within right of way - and requires a temporary revocable easement (TRE) process - only if an SSDO application is approved.

4. Amend SDRC applications to add all of the above items.
5. Remove the SDRC request to allow accent lighting on the sign, as the SDRC would not have legal jurisdiction to conduct a review for variation (confirmed 6/4/2020 email with Zoning Administrator).

3. Unfortunately, the development plan sheet used to show the sign location - in future right of way - is not the most current document for measurements. Houghton is under construction at this time, thus aerial and google street views will also not reflect soon to be built conditions. To proceed with the SDRC application set, staff has contacted TDOT engineering for assistance with obtaining a plan document that would indicate dimension between Houghton curb and property line. The hope is to be able to provide the document to the contractor to show sign location and ensure the sign is on private property.


4. Revise SDRC applications to add the request for 2 total monument signs on Houghton. Remove the SDRC request to allow accent lighting on the sign, as the SDRC would not have legal jurisdiction to conduct a review for variation.
