Thrall Date: 3/13/2020 Codes: Sign Standards (UDC 7A), Outdoor Lighting Code (OLC), National Electric Code (NEC 600), International Building Code (IBC) 1) Type of sign to be clarified and reviewed by Admininistration. Further information forthcoming. Prior Sign Code (before Feb. 6, 2018) had a Park District for signs, which permitted all signs within 40' of the roadway. The Park District allowed for different types of signs and heights/sign areas than present code, which was adopted in 2018. The present code is based off of the zoning and then use (residential and nonresidential) to determine type of sign and the allowed sign area. 2) It is understood the request is to replace two freestanding manual reader board signs with two new freestanding signs, to contain both static and digital copy. The proposed signs are: A) replacement sign for present sign at SE corner of Broadway and Randolph Way and B) replacement sign for present sign at NE corner of 22nd and Randolph Way C) height both signs @ 14' height, typical of regional park signs D) both signs @ sign area of 75.6 square feet (40 of digital area) E) 30' setback from each street The request requires review before the Sign Design Review Committee (SDRC). Note, committee meetings are canceled through March for coronavirus safety reasons. The following review comments are provided to the contractor to better prepare for the SDRC review process. RE: OLC / NEC: 1) Electrical diagram needs to clearly indicate if static message areas are internally illuminated (just indicates acrylic push through letters, etc - yet, pipe construction diagram adjacent shows "LEDs" running in cabinet. Halo illumination? Face lit letters? 2) Entire sign to be on same circuit? - says "per sign"... ? 3) Specify location of power to the sign (indicate if using existing) 4) show all disconnect switches applicable -i.e. if digital separate from static message 5) Indicate EMC to dim to 200 NITS from sunset to curfew per OLC and show where dimming sensor is to be located on signs Structural: 6) Engineering will be required for the signage - should SDRC approve the request. 7) The scan for these plans came out with rough pixelation. Please provide labels to indicate what the surfaces of the sign are comprised of. Ensure they match buildings and signs on the overall site, and provide photos - per 7A.7.1. master sign program criteria. 8) Future comments forthcoming on sign mounting details. Anticipate providing as much detail as possible ahead of time, if known. GENERAL: 9) Provide the dimensions of the base of the signage. 10) Location - provide sight visibility triangles on the aerials provided, and ensure documents to scale. 11) Unclear if signs will block existing pedestrian routes at the park, per the location maps provided. Check, show/provide notes if pedestrian route to change, or move sign to meet setbacks but out of pedestrian refuge. 12) Schedule a meeting with staff by phone for further discussion.
