12/03/2020 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD INVESTIGATORS WHO STATED THE FIRE APPEARS TO HAVE STARTED AT THE BACK END OR NORTH SIDE OF THE TRAILER. MULTIPLE EXTENSION CORDS WERE FOUND RUNNING ALONG THE REAR END OF THE TRAILER BUT WERE ALL MELTED TOGETHER AND A SUB PANEL AT THE SOUTH WALL OF THE REAR BEDROOM WAS COMPLETELY FIRE DAMAGED. THE NORTH, EAST AND WEST WALLS OF THE REAR ROOM WERE COMPLETELY BURNED, THE CEILING JOISTS BURNED AS WELL AND THE METAL ROOF AND WALLS WERE COLLAPSED. FIRE DAMAGED THE HALL AND BATHROOM WALLS, AND MOVED THRU THE LIVINGROOM AND KITCHEN / DINING AREAS. EXTERIOR METAL PORCH MELTED AND COLLAPED. INTERIOR WIRING IN THE BACK HALF OF THE TRAILER WAS COMPLETELY BURNED. HOTWATER HEATER BURNED. ELECTRICAL FEED TO THE PEDESTAL WAS UNPLUGGED AND PEDESTAL LOCKED OUT. TRAILER WAS A COMPLETE LOSS.
MET WITH S/W GAS, TECH WALKED ME THRU THE TRAILER PARK, SHOWED ME THE 3 INCH GAS LINE THAT WAS MOUNTED TO THE WALL THAT SURROUNDED THE ENTIRE COMPLEX WITH EACH METER TO EVERY TRAILER RUN OFF THE 3 INCH LINE TO EACH INDIVIDUAL METER WITH A 3/4 INCH GAS LINE. THE METER WAS REMOVED AND LEFT AT THE TRAILER AS S/W GAS DID NOT OWN THE METER. THEY PLUGGED THE 3/4 LINE RUNNING FROM THE 3 IN LINE.
MET WITH THE MANAGER, I EXPLAINED THAT THERE WAS NO WAY TO SECURE THE TRAILER BY BOARD UP BECAUSE OF THE AMOUNT OF DAMAGE TO THE TRAILER AND THAT THE TRAILER WOULD NEED TO BE FENCED. MANAGER ASKED IF THEY COULD RENT FENCE PANELSTO SECURE THE TRAILER. I FIRST CHECKED WITH RICHARD VIDAL TO DETERMINE IF C/E ALLOWED OWNERS TO FENCE. RICHARD STATED AS LONG AS THAT WAS TAKEN CARE OF QUICKLY. PARK MANAGER CONTACTED A FENCING COMPANY AND CALLED HIS MAINTANENCE CREW TO PICK UP THE FENCING. I EXPLAINED HE WOULD NEED 4 FENCE PANELS OR AT LEAST 38 FEET.
OWNER WAS ALLOWED TO GO INSIDE AND RETRIEVE ANY VALUABLES, PAPERWORK AND MEDICATIONS. THERE WAS VERY LITTLE TO RETRIEVE. RED CROSS WAS CONTACTED BY TFD AND WERE IN ROUTE. FIELD NOV WAS ISSUED TO THE PARK MANAGER TO REMOVE THE TRAILER FROM THE PARK. OWNER HAD NO INSURANCE. NOV WAS SIGNED FOR BY THE MANAGER. INDEMNIFICATION PAPERWORKWAS SIGNED FOR BY THE MANAGER AS WELL. COMPLIANCE / CLOSE CASE
