03/09/2020 | INSP - INITIAL CODE ENFORCMENT | Approved | VIISTED SITE, UPON ARRIVAL MET WITH TFD AND TPD, FOUND THERE WAS A FIRE IN THE LAUNDRY ROOM, BELIEVE THE FIRE STARTED IN A PILE OF CLOTHES LOCATED AT THE N/E CORNER OF THE LAUNDRY ROOM AS THERE WERE NO ISSUES WITH THE APPLIANCES AND THE APPLIANCES WERE STILL RUNNING WHEN TFD HAD ARRIVED. THERE WAS A SERVICE PANEL IN THE LAUNDRY ROOM THAT PARTIALLY FED THE UNITS IN COMPLEX B AND A 2ND PANEL THAT I ORIGINALLY WAS TOLD FED A SERVICE PANEL IN THE BREEZEWAY OF COMPLEX B. THERE WERE NO KICKED BREAKERS IN EITHER PANEL EXCEPT FOR 4 BREAKERS IN THE LAUNDRY ROOM SERVICE PANEL. AFTER TEP, TPD, TFD AND S/W GAS HAD EXITED THE SCENE, OCCUPANTS HAD COME UP TO ME AND INFORMED ME THEY HAD NO POWER. I STOPPED MY INSPECTION OF THE LAUNDRY ROOM TO DETERMINE WHO DID NOT HAVE POWER. FOUND 80 UNITS EITHER HAD POWER, HAD NO POWER OR HAD PARTIAL POWER EITHER IN THE FRONT OF THE UNIT OR REAR OF THE UNIT. CALLED FOR HELP FROM RICHARD VIDAL. WHEN RICHARD ARRIVED WE CONTACTED TEP AND ASKED IF THEY WOULD COME BACK OUT, IN THE MEAN TIME CHECKED TRANSFORMERS ON THE POWER POLES, ALLED LOOKED TO BE IN PROPER WORKING CONDITION. WHEN TEP ARRIVED ASKED THEY CHECK THE TEP SIDE OF THE SERVIVE PANELS AND SWITCH GEARS. DETERMINED THAT THE TEP SIDE REMAINED IN PROPER WORKING CONDITION. ASKED MANAGEMENT TO CONTACT A ELECTRICIAN TO COME OUT AND TRY TO GET POWER RESTORED, EVENTUALLY CASCADE ELECTRIC ARRIVED ON SITE. WE FIRST WENT THRU THE SERVICE PANEL IN THE LAUNDRY ROOM AND REMOVED BURNED OR DAMAGED WIRING. THEN CHECKED PANELS AND SWITCH GEARS FOR DAMAGE AND FOUND A 450 AMP FUSE THAT HAD BLOWN AND PROBABLY TO THE LAUNDRY ROOM. IN TIME REPLACED THE FUSE, WERE ABLE TO RESTORE POWER TO TO THE LAUNDRY ROOM PANEL BUT FOUND ONLY PARTIAL POWER TO THE APT UNITS. CHECKED THE BREEZEWAY SERVICE PANEL AND FOUND IT HAD NO POWER, RECHECKED THE LAUNDRY ROOM PANEL AND TRUPPED THE 225 AMP RECONNECT AND THEN FOUND POWER WAS RESTORED TO ALL UNITS. WENT ROOM BY ROOM ON THE 1ST AND 2ND FLOORS UNTIL ALL ROOMS HAD BEEN CHECKED AND FOUND POWER RESTORED TO ALL UNITS EXCEPT WHERE OCCUPANTS WERE NOT HOME. NOV WAS NOT ISSUED FOR THE ELECTRICAL SERVICE FOR THE 80 UNITS DUE TO POWER BEING RESTORED. A NOV WAS ISSUED FOR THE LAUNDRY ROOM AND INCLUDED THE FRAMING (WALLS AND DROPPED CEILING), THE ELECTRICAL SYSTEM AND SERVICE PANEL, THE PLUMBING SYSTEM AND GAS, FIRE DAMAGED MECHANICAL SYTEM IN THE DROPPED CEILING, AND THE DRYWALL. THE LAUNDRY ROOM WAS A TOTAL LOSS. LAUNDRY ROOM WAS SECURED BY LOCK UP. A NOTICE WAS POSTED FOR WHERE LAUNDRY COULD BE DONE WITHIN THE COMPLEX. THE PROPERTY IS GATED LOCKED AND HAS SECURITY 24 HRS. NOV WAS SIGNED FOR BY THE THERE WERE NO FURTHER ISSUES |
