08/07/2019 SIGN SITE REVIEW Continued RE: sign permit review
For: repair / change copy two nonconforming pole signs
AT: 6242 E Speedway Blvd (Monterey Village)
Permit: T19OT00722
Reviewer: H. Thrall
Date: 8/7/19

Codes: Unified Development Code (UDC) 7A. Sign Standards
National Electrical Code Section 600
Outdoor Lighting Code
International Building Code 2018

1) The overall scope of the project is listed as removal of the existing (neon illuminated) lettering and install new raised lettering (LED illumination). Pole cover repair, with painting and patching on the sign structures, is to also occur.
A) Clarify in the scope of the work statement on the plans that removal of the existing "neon logo light bars" is also to occur, with replacement LED light bars.
B) Update the sign permit application to state "repair / change copy" of both pole signs (ok to write in text box)

NOTE - if reviewer understood the intention of the proposal overall, this scope of work is allowed under reasonable repairs of nonconforming signs, UDC 7A.9.1.C. LED lighting update is allowed, and the like for like use of channel lettering replacement is allowed.

2) As is standard, provide aerial location map of the site, with streets labeled, and ID both sign locations as "A" and "B" to correspond to the application.

3) Lettering mounting diagram, each sheet:
A) Enlarge to read numbering.
B) Check each number is used for sign components listed.
C) Check shut off switch location - remove or note where it is on each sign. This appears to be a standard wall sign typical diagram to try to demonstrate the lettering source/appearance.
D) Provide a diagram for the light bar mounting, including electrical.
E) Provide depth of light bar (i.e. like 5" deep channel letters)

4) On each sign sheet on both the side view and elevation view:
A) Call out the new LED channel lettering (use arrow)
B) Call out the new LED light bars (use arrow)
C) Check the shape of the cabinet A, does not match photo (rounded corners).
D) On top left diagrams both sheets, remove the gray backing not related to the sign cabinet to show actual sign shapes, as the cabinets are the same color as the backing chosen on the plan. Simply trace the sign shape in a thin line and place on white or sky backer like the diagram on the bottom right provided.
No cabinet shape alterations are permitted with a repair and change copy, thus, this must be absolutely clearly shown.

4) NEC 600 / OLC
A) It is understood the new lettering is illuminated, it is inferred the logo bar is lit as well, but not clearly stated. As shown on diagram with 1" reveal for the lettering from the surface of each sign structure, call out the backer of the letter and indicate if clear poly, if so - note halo effect illumination on plan - with front lit.
B) On new diagram for light bar, call out the backer and indicate if clear poly, if so - note halo effect illumination on plan with front lit.
C) If it would assist to demonstrate the illumination effect, provide night view of both signs. It appears the request is to provide halo effect illumination on both lettering and light bars, as well as front lit on both - but it is not clear in the diagrams provided.
D) Internal illumination cannot exceed 4400K color temperature. Provide this as a note, per OLC.
E) Call out color of LEDs within both the letters and the light bars.
F) Call out the Volts, Amps, Circuits for Sign A work, under diagram
G) Indicate if changing out the light source within the rectangular panels under the principal sign cabinets (permitted as part of repair),
H) As 'transformers' listed - check all electrical notes.
I) Show location of shut off switch for each sign on elevation view.
J) Note where electrical control panel and timer are for inspections

5) Structural
A) diagram indicates lettering weighs 2 lbs per letter, other note under diagram indicates lettering weighs 10lbs per letter. Clarify.
B) Staff conducted a survey of the signage and noted a substantial number of penetrations to the sign cabinet for PK housing for the existing neon. If patch and paint is not sufficient, note that a new metal sheet (and metal type) would be added for mounting lettering, and indicate how the metal face/backer would be mounted to sign cabinetry.
C) Indicate how pole cover will be repaired, if adding new metal skirt , note and indicate how mounted.
