Thrall Date: 3/6/19 1) The pole sign shown in submitted drawings does not appear in permitting systems. This property has been within city limits since March of 1960, and the sign does not appear to be of an era prior to the last 20 years. As such, the sign is not nonconforming and is to be treated as a new sign. Even if permit record were found for this sign (perhaps on a former address), a Singular Sign Design Option would be required for conversion of a nonconforming sign from a static to a digital message center. (The process for the request is the same, it's the aspects of the request that are included that may be different.) 2) The New Life Church at 330 W Nebraska has purchased this parcel at 424-504 W Nebraska. A lot combination should have been done for this proposal, per the development plan approved in 2016, coupled with the zoning variance for the overall location (Case C10-16-04). Please note this review is for the overall location rather than one parcel. 3) Please use the development plan sheet with site visibility triangles, driveways, lot lines etc. to show the location and setback of the sign. The development plan is found under DP15-0169 for 424 W Nebraska. Ensure lot line frontages are clear on this location. (Note - map measured appears, coupled with zoning, that a pole sign is allowed). 4) (Existing) Sign height exceeds pole sign allowance (12' max) and requires SSDO for approx 16.5' height (UDC 7A.10.2.C.2.a.) 5) (Existing/proposed total) Pole sign area is 80 square feet, which is greater than permitted under pole sign allowances (72 square feet) and requires an SSDO (UDC 7A.10.2.C.2.a.). 6) Minimum setback for a pole sign is 30'. Sign setback as was constructed, is less than allowed, at approximately 15' setback from face of curb (field inspection will verify). A Singular Sign Design Option is required for the reduced setback. (UDC 7A.10.2.C.2.a.) 7) Understood sign to be converted to partial digital message area & retain portion of existing sign cabinet. The following notations are for Electrical NEC 600 and Outdoor Lighting Code Chapters 4 & 5 A) note electrical components for existing cabinet (volts, amps, ballasts, etc. - separate circuit than EMC?) B) list location of power panel C) show shut off switches for each static and EMC units D) identify location of control panel and again, all circuit breakers E) on existing sign cabinet, label illumination is internal (fluorescent) and shall not exceed 4400K color temperature F) revise EMC note to indicate 200 NIT light output from sunset to sunrise, and time off to abide by curfew per OLC 501.3 G) provide notation on method of dimming for EMC unit (i.e. light sensor, photocell, etc. and location on the unit) H) specify EMC manufacturer and unit type/name and provide specs sign cabinet can dim to 200 NITS from the manufacturer 8) Note - should the singular sign design option be approved, any resulting permit review will require engineered plans for the sign mounting, support, connections and construction due to it's surface area and masonry pole cover. IBC 2012 9) Regarding sign elevation diagram - dimension of EMC at 7.5' wide does not match 10' wide exist sign with end result pictured, revise either diagram or EMC width. (Drawing may not have come thru for best view, if black paneling on each side of EMC, label as such with type of material). 10) Revise plan notations above as applicable/able and email to Heather.Thrall@tucsonaz.gov Staff will then review/provide referral to the Sign Design Review Committee (SDRC) process. Contractor emailed applications for SDRC to prepare with these comments regarding height, sign area, setbacks not meeting pole sign allowances. Contractor was also provided copies via email of DP15-0169 for assistance (available on PRO). Just in case a permit is found for this sign under another address, a 4th variance would apply for a nonconforming sign, 7A.9.1.C. Except for reasonable repairs and alterations, no nonconforming sign shall be moved, altered, removed and reinstalled, or replaced, unless it is brought into compliance with the requirements of thesign standards. The updating of electrical components for a non-conforming sign may be considered an approved alteration. The alteration cannot change the sign copy from static sign copy to digital sign copy. |
