Thrall Date: 6/12/19 1) Revise permit application to state sign B is type is "DF" with an asterisk next to it. Elsewhere on the app, put the asterisk with a note next to it "DF monument per sign variance S-96-20" - and also note "Repair/Alteration/Change Copy" on the top of the application. (We've switched gears here since the original MSP referral of variances for new signs - to now a repair/altering/change copy of signs rendered conforming via variance.) 2) On all sheets, at the top right - add "/alteration/change copy" right after repair note. 3) Please note on sheet 1 how the sign cabinet top and sides are going to be applied and the material (i.e. metal?). This sign does not need engineering at the size it is - so perhaps bolts to existing frame rather than field welds... dimension the pole cover to show surface area under 60 SQFT. 4) On sheet 3, regarding the taller sign - we have a different cabinet dimension height than the last submittal. Explain dimension change from 10.58 to 14.92 tall...? Sign area on new submittal is within the variance, but the cabinet is to be cut differently from last review to new diagram - with the increase in size. The existing cabinet is not being removed to proceed with this permit request, it's being altered, hence request for difference. 5) On sheet 3, the sign height from grade to top of cabinet is being cut 4' from the prior submittal. Explain. Again - keeping existing cabinet, all work to be done on site for the repair/alteration/change copy - hence question. There should be no alteration in height with the current engineered design to add metal triangles to existing Hampton cabinet, same point at top. 6) Dimension of cabinet for sign B is different between sheets 3 and 4. 7) The engineering sheet does not match the cabinet dimensions for the new submittal, that sheet matches the last set that had the cabinet at 10.58 x 23.58. 8) Understood new LED lighting. Larger sign orientation would be required to shift to be parallel with Grant Road to be on site, as constructive dialogue with TDOT and engineering colleagues is such that ADOT likely stopped ROW encroachment before sign pole due to cost. Thrall Date: 4/30/19 1) Revised plans received 4/29/2019, along with the master sign program applications. An additional request was included that took research regarding right of way along Grant Road, which is found to be ADOT right of way per consultation with TDOT. This is the 2nd review of an overall sign package (diagrams) submittal for a proposed master sign program. The request is to conduct replacement of a monument sign & replacement of a sign cabinet on a freeway sign structure. 2) First review comment #8, requested setbacks for monument and for freeway sign on plans. At this submittal, setback notation on plan indicates a setback reduction is sought for proposed replacement freeway sign cabinet edge to face of curb of Grant Road. A) TDOT has clarified Grant Road from Forbes east to the I-10 frontage road is ADOT right of way. B) As ADOT does not permit encroachments into their right of way, it appears a setback reduction of 10' - as requested - is not permissible from Grant Road to leading edge of sign cabinet. C) Due to lack of dimensioned right of way plans and irregular property line, it is unclear the existing freeway sign structure and existing freeway sign cabinet orientation are on private property. As it is understood the intention is to replace the freeway sign cabinet using the existing support structure, provide a plan showing orientation of sign cabinet in relation to curb line along Grant Road. Show the setback from curb and to property line, and then to leading edge of replacement sign cabinet - with professional land survey to confirm sign support |
