07/13/2019 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED SITE, UPON ARRIVAL FOUND TFD HAD LEFT THE SCENE. OCCUPANT INFORMED ME THAT LIGHTNING HAD STRUCK A PALM TREE, A BURNING BRANCH FELL AND STARTED PALM FRONDS ON THE GROUND ON FIRE, THE WIND PICKED UP AND BLEW THE BURNING FRONDS ONTO A CAR THAT STARTED ON FIRE WHICH IN TURN STARTED 8 SERVICE PANELS OF A APT. COMPLEX ON FIRE. TEP HAD NOT RESPONDED BY MY TIME OF ARRIVAL. ALSO FOUND THE ENTIRE COMPLEX WAS OUT OF POWER DUE TO DOWNED POWER POLES AND DOWNED LINES IN THE AREA FROM MONSOON STORMS. I CALLED AND MADE CONTACT WITH MANAGEMENT WHO ARRIVED ON SITE, TRIED CONTACTING TFD INVESTIGATOR BRIAN CORRALES, TRIED CONTACTING TEP SEVERAL TIMES, CONTACTED CITY COMM WHO IN TURN CONTACTED RED CROSS. RECEIVED A CALL FROM RED CROSS WHO STATED THEY WOULD BE AN HOUR AND ASKED IF I COULD WAIT ON SITE. WHILE WAITING I ISSUED A NOV FOR THE BURNED SERVICE PANELS TO 8 UNITS. INFORMED AS MANY PEOPLE IN THE COMPLEX THAT THEY WOULD BE WITHOUT POWER UNTIL TEP WAS ABLE TO MAKE IT OUT AND RESTORE POWER. AND WHEN RED CROSS ARRIVED I SET THEM UP WITH THE MANAGER AND HAD PARTIES FROM 8 BURNED UNITS AVAILABLE TO START THE RED CROSS PROCESS. TEP STATED IT COULD BE UP TO 4 HRS BEFORE THEY ARRIVED. FIELD NOV WAS ISSUED FOR PERMITS REQUIRED TO REPLACE 8 SERVICE PANELS AND SIGNED FOR BY MANAGER SHELLY HANSON. I WAS LATER CONTACTED BY TEP THAT THEY ON THER WAY OUT TO RESTORE POWER TO THE COMPLEX. INFORMED THEM THE 8 BURNED SERVICE PANELS WOULD NOT BE TURNED BACK ON. I TOLD THEM I WOULD NOT BE ON SITE. COMPLIANCE / CLOSE CASE. |
