THE REFRIGERATOR WAS CLEANED OUT AND CLEANED UP , KITCHEN COUNTER TOPS HAD ALL TRASH AND DEBRIS REMOVED AND ARE NOW REUSABLE. OWNER WILL RECEIVE HELP FROM MAINTANENCE TO CLEAN THE BATHROOM AND ANY REPAIRS CAN THEN BE MADE. DEBRIS HAS ALSO BEEN REMOVED FROM THE BALCONY. BECAUSE OF THE OCCUPANT MOVING FORWARD AND DUE TO THIS BEING A CITY OF TUCSON PROPERTY, C/E WILL MOVE TO CLOSE THE CASE BECAUSE OF THE PROGRESS MADE. OCCUPANT HAS 2 MORE WEEKS TO COMPLY WITH MLK MANAGEMENT REQUESTS TO CLEAN THE UNIT AND IT SOUNDS PROGRESS IS BEING MADE. HCDD WILL CONTINUE WITH INSPECTIONS OF THEIR PROPETY. COMPLIANCE / CLOSE CASE. |

MARY LOU STATED THAT INSPECTIONS HAVE ALREADY BEEN SET UP WITH THE OCCUPANT. THE WEEK ENDING 4/21 WILL ALLOW FOR OCCUPANT TO SEEK HELP AND BEGIN CLEANING. THE WEEKS OF 5/06 AND 5/13 MAY REQUIRE A FOLLOW UP BY C/E TO DETERMINE PROGRESS. | |
04/09/2019 | INSP - INITIAL CODE ENFORCMENT | Approved | MET WITH TPD AND MANAGER MARY LOU LOPEZ AT UNIT #211, OCCUPANT WOULD NOT ALLOW ENTRY, AFTER WAITING SOME TIME MRS LOPEZ HAD TO OPEN THE UNIT WITH HER KEY AND ALLOW ENTRY. MY FINDINGS AREA AS FOLLOWS: > FOUND OCCUPANT IS IN A WHEEL CHAIR AND HAS DFFICULTY GETTING AROUND. >FOUND PATHWAYS ARE BLOCKED TO ALL PORTIONS OF THE APARTMENT, HOWEVER THERE WAS A CLEAR PATHWAY FROM A CHAIR IN THE LIVING ROOM WHERE OCCUPANT ADMITTED SHE SLEEPS, TO THE FRONT DOOR OF THE APARTMENT. > AFTER ENTERING THE UNIT IMMEDIATELY TO THE LEFT IS THE KITCHEN AREA. KITCHEN CABINET AND COUTERTOPS WERE COVERED WITH OPEN FOOD, OUTDATED FOOD,SPOILED FOOD, CLEAN AND DIRTY DISHES, AND MANY PERSONAL ITEMS. COUNTERTOPS, STOVE, MICROWAVE AND SINK COULD NOT BE USED DUE TO THE CLUTTER. REFRIGERATOR FREEZER WAS SO PACKED THAT THE OCCUPANT WAS USING TAPE TO KEEP THE DOOR CLOSED WHICH LED TO MOST OF THE FOOD BE FREEZER BURNED. FOOD ALSO NOT CORRECTLY PACKAGED. THE REFRIGERATOR WAS ALSO PACKED WITH OLD, OUTDATED, SPOILED FOOD MAKING IT DIFFICULT TO TELL WHAT SHE HAD IN THE REFRIGERATOR. JUICES SPILLED IN THE REFER AND OUTSIDE OF THE REFER. >AT THE END OF THE COUNTERTOPS WAS SHELVING PACKED WITH FOOD DISHES ANDY MANY PERSONAL ITEMS AND NEXT TO THE METAL SHELVING WAS PLASTIC DRAWER SYSTEMS STACKED ON TOP OF EACH OTHER FILLED WITH STUFF BUT MOST IMPORTANTLY BLOCKED THE PATHWAY. >MOVING ONTO THE LIVINGROOM I FOUND A RECLINER WHERE THE OCCUPANT STATED SHE WATCHES T/V AND SLEEPS. THE NORTH WALL WAS LINED WITH CABINETS/ DRAWERS FILLED WITH PERSONAL BELONGINGS. THE SOUTH WALL HAD SHELVING NEXT TO THE T/V TABLE ALL OVERSTACKED WITH BELONGINGS AND BEHIND THE RECLINER WAS FURNITURE THAT BLOCKED THE REAR DOOR TO THE EXTERIOR PORCH. >EXTERIOR SECOND STORY PORCH ALSO WAS FILLED WITH DEBRIS, FURNITURE AND PERSONAL BELONGINGS. >ENTERING THE BEDROOM WAS A SMALL AREA WHERE THE OCCUPANT COULD ENTER ONLY TO BE ABLE TO TURN AROUND AND EXIT THE BEDROOM. THE BED WAS STACKED WITH MANY BOXES AND WAS UNABLE TO BE USED. AT THE FOOT OF THE BED WAS OVERSTACKED SHELVING SOME TO THE CEILING AND T THE SIDE OF THE BED WAS CLUTTER 4-5 FT TALL AND BLOCKING THE WINDOW. >ENTERING THE BATHROOM I FOUND BOXES, FRESH FOOD VEGETABLES AND FRUIT STACKED ON THE BOXES. THERE WAS A FOOD CART IN FRONT OF THE TOILET MAKING IT DIFFICULT FOR A PERSON IN A WHEELCHAIR TO GET TO. THE OTHER BOXES AND CLUTTER MADE IT IMPOSSIBLE TO USE THE SHOWER. I WAS INFORMED BY MANAGEMENT THAT ALL THE BELONGINGS OR HOARDING HAS COME FROM RESIDANTS THAT HAVE MOVED OUT OR PASSED AWAY. I WAS ALSO INFORMED THAT THE OCCUPANT HAS THE SAME HOARDING ISSUE BEFORE, CLEANED THE UNIT AND IS BACK TO WHERE SHE WAS OR PROBABLY WORSE. OCCUPANT COMPLAINED OF BROKEN OR DAMAGED ITEMS IN THE UNIT BUT MRS LOPEZ STATED THE APARTMENT WOULD HAVE TO FIRST BE CLEANED OUT TO BE ABLE TO GET TO JUST ABOUT ANY THING. I AGREE WITH PROCESS NEEDED TO CLEAN THE UNIT AND THEN MAKE NECESSARY REPAIRS. I COULD SEE FLOORING IN NEED OF REPAIRS. BUT COULD NOT GET TO ELECTRICAL OUTLETS, WATER, SMOKE DETECTORS AND JUST ABOUT ANYTING BECAUSE OF THE AMOUNT OF CLUTTER, TRASH AND DEBRIS. |

04/01/2019 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED THE SITE WHICH IS MLK APARTMENTS. I FOUND A COT WORKER WHO ALLOWED ME INTO THE BUILDING. SEVERAL COT WORKERS ALL SPOKE ABOUT THE PERSON IN UNIT 211 ALL MENTIONING HOW DIFFICULT THE OCCUPANT WAS AND ALSO STATED THERE IS A CASE WORKER HELPING HER CLEAN THE UNIT. JESUS STATED HE WOULD RATHER GO INTO THE UNIT WITH MANAGEMENT, TRIED CONTACTING MARY LOU LOPEZ, SELENA TIBBETS, JANE AND ONE OTHER PERSON BUT NOBODY REPLIED. I STATED I WOULD FOLLOW UP WITH A INSPECTION AFTER CONTACTING MARY LOU LOPEZ. I DID CALL AND LEAVE A MESSAGE WITH MARY LOU. I DID RECEIVE A CALL BACK WITH MARY LOU LOPEZ ON 4/04/19, OCCUPANT IS A HOARDER, DOES HAVE A CASE WORKER AND VERY DIFFICULT TO WORK WITH. MARY LOU DID ASK THAT C/E CONDUCT A INSPECTION OF THE STRUCTURE SO THAT SHE, MARY LOU CAN OBTAIN DOCUMENTATION OF OUR INSPECTION SHOULD EVICTION BE NECESSARY. |
