THE COMMENTS ON THIS REVIEW ARE SOLELY FOR THE REPLACEMENT CABINETS ON AN EXISTING FREEWAY SIGN, UTILIZING EXISTING SUPPORTS - THE COMPLETE REPLACEMENT OF CABINETS IS A NEW SIGN REVIEW: COMMENTS PER CODE, LISTED BELOW. NOTE, DEPENDING UPON RESPONSES PROVIDED, FURTHER REVIEW COMMENTS MAY BE FORTHCOMING. 1 STRUCTURAL - IBC. A) Provide construction diagrams showing how sign cabinetry constructed, and all mounting to poles (label all bolt sizes, bearing plates, welding, etc.) B) Provide engineered plans and calculations showing wind load and footer calcs for existing supports of proposed sign cabinets. Plans/calcs to be sealed by engineer licensed in AZ. C) Original sign permit with footer diagram required to proceed with structural review of proposed changes. Check on line at this website for assistance with finding last approved freeway sign documents: https://www.tucsonaz.gov/pro/pdsd/ D) PER IBC 3404.4, Examine original footer diagram, registered engineer to demonstrate with calcs required elements for original structural design during code era of construction and compare with current code, as applicable. E) Special Inspections are required for attachments of cabinet to support structure poles - at minimum, likely field welding. F) Have engineer fill out special inspection form based on calcs and plans provided, and appoint qualified special inspectors with associated inspections. Acknowledged volts/amps also shown. Clarify if price changers are one unit or separate units and update volts/amps/circuits as needed. B) Clarify where power coming from for entire sign, including any existing remaining electrical sources. ID panel location and provide specifications. C) Note shut offs for each separate cabinet/light pack area as applicable (i.e. does 1 shut off control entire sign as shown on plans?) D) Signage must be UL listed, or other NTRL - indicate. 3 OUTDOOR LIGHTING CODE - chapters 4 & 5 A) PER OLC 501.5, NOTE ON PLANS: "Digital LED signs must dim to 200 NITS from sunset to sunrise." B) Note method of control for dimming - i.e. photocell, laser sensor or timer and identify location (and for each, if separate lighting systems). C) OLC 501.3.2 Rated lamp color temperature for internally illuminated signs shall not exceed 4400K - note on plans for opaque sign panel areas. D) Acknowledged 24 hour programmable timer is noted. Note location for inspections. 4) SIGN STANDARDS: U.D.C. 7A: D) Acknowledged site qualifies for a freeway sign as a commercial zoned/use and as a premise as a fuel station (I-1 and C-2 zone), with both site and sign within 250' of Interstate-10 right of way, UDC 7A.10.2.C.2.b Freeway Sign criterial. E) No site plan was provided for review of this proposal, as is required for review of any detached sign. Understood existing supports would remain in place. For permit record, provide copy of development plan for the fuel station, with topographic elevations, to also show location of sign. Check on line at this website https://www.tucsonaz.gov/pro/pdsd/ for the "DP" plan number. F) I-10 proximity and roadway setbacks UDC 7A.10.2.C.2.b.- on last site plan, ensure property line shown with distance from closest leading edge of cabinet to I10 freeway right of way along west p.line. (Note sign is greater than 600' from I-10 travel lane due to right of way configuration for nearby Rita Road overpass, and greater than 400' from Rita Road.) G) Provide side elevation view of the signs with all cabinets, covers, distance noted between faces and any raised lettering from panel. H) Diagram how LED price changer areas are mounted into structural cabinet. I) Label structural component (made of?) between opaque and visible LED panels (cross bar?). J) HEIGHT - 7A.6.5.B. -Height cannot exceed 48' above grade of freeway travel lane closest to the site. See last approved freeway sign permit and elevations. Note height on sign elevation view from both base of sign to top of cabinet, and from adjacent freeway travel lane to top of cabinet. K) Digital sign - 7A.6.4.C. - provide notation on plans that states: "digital signs may change message one time per minute, without animation". (Understood the purpose of these signs now is for gas price changer. It is not clear what the capability is for the message sequence and size within this sign, - ie. Whether dual message possible within this area - and whether any portion of the lighting components within the sign cabinet would be capable of changing.) L) Note manufacturer of sign and model. M) Specify one digital sign is a "master" unit and controls the second on the opposite side, and note where control is located and method of synchronization - (to qualify still as double faced signage). N) Acknowledged proposed sign area is within code.
